1.中化建國(guó)際 （以下稱(chēng)為“招標(biāo)代理機(jī)構(gòu)”）受中海油惠州石化 （以下稱(chēng)為“招標(biāo)人”）委托，就中海油惠州石化 2200萬(wàn)噸/年煉油產(chǎn)品結(jié)構(gòu)優(yōu)化及質(zhì)量升級(jí)項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Huizhou Petrochemicals Company Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under 22,000 KTA Refinery Product Structure Optimization and Quality Upgrade Project of CNOOC Huizhou Petrochemicals Company Limited by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2.對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：
Requirements for Qualification and reference of Bidder:
（1）資格要求
Requirements for Qulification of Bidder
投標(biāo)人應(yīng)為所投貨物的制造商。本次招標(biāo)不接受代理商投標(biāo)。
The bidder shall be the manufacturer of bid goods. Bid by Agent is not accepted.
（2）業(yè)績(jī)要求：
Requirement for Bidder's reference:
投標(biāo)人應(yīng)具有額定流量不低于3200m3/h、正常運(yùn)行溫度不低于316℃的C8芳烴工藝泵的銷(xiāo)售業(yè)績(jī)，合同簽訂日期在2010 年1月1日至2017年12月31日。
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：無(wú)價(jià)銷(xiāo)售合同復(fù)印件（含相關(guān)技術(shù)附件）以及其他證明材料。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署日期、設(shè)備名稱(chēng)、額定流量、正常運(yùn)行溫度和介質(zhì)。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法驗(yàn)證合同簽署日期、設(shè)備名稱(chēng)、額定流量、正常運(yùn)行溫度和介質(zhì)，均視為無(wú)效業(yè)績(jī)。
The bidder shall have sales performance of C8 aromatics process pump with rated flow not less than 3200 m3/h and normal operation temperature not less than 316 ℃, and the The contract shall be signed between January 1, 2010 and December 31, 2017.
Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of un-priced sales contract (including technical appendix) and other evidentiary documents. The evidentiary documents provided by Bidder shall as least demonstratethe contents as follows: Contract Signature Date, Equipment Name, rated flow,normal operation temperature and medium.If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Contract signing Date, Equipment Name, rated flow, normal operation temperature and medium, the relevant reference will be deemed unvalid.
3.有興趣的投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2020年3月20日開(kāi)始至2020年3月27日止，請(qǐng)登錄中國(guó)海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（ ooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買(mǎi)。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買(mǎi)招標(biāo)文件。購(gòu)買(mǎi)過(guò)程必須全程在線(xiàn)操作，線(xiàn)下形式的匯款將不予接受。標(biāo)書(shū)費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購(gòu)買(mǎi)招標(biāo)文件，不可參加投標(biāo)。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from March 20, 2020 to March 27, 2020. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
