3. 投標(biāo)人簡要技術(shù)及資格要求
3.1 投標(biāo)人簡要技術(shù)要求
（ 1 ）此技術(shù)要求試驗(yàn)設(shè)施是具有垂直進(jìn)氣塔、水平段安放被試發(fā)動(dòng)機(jī)，試車間截面尺寸 14m × 14m ，以及垂直排氣塔的常規(guī) U 型試車臺(tái)。要求進(jìn)氣塔及排氣塔截面尺寸不小于 14m × 14m 。
according to the technical requirement, the test facility should be conventional U-type test cell provided with a vertical intake tower and a horizontal section for placement of the engine under test, a test room with a sectional dimension of 14m×14m, and vertical exhaust tower. The sectional dimensions of the intake and exhaust towers are required to be not less than 14m×14m.
（ 2 ）試車間截面尺寸為 14m × 14m ；發(fā)動(dòng)機(jī)安裝就位后，其中心線標(biāo)高為 7m 。
The cross section of test room is 14mx14m and the central line of the installed engine is 7m.
（ 3 ）所有試車臺(tái)的推力測(cè)量系統(tǒng)可測(cè)發(fā)動(dòng)機(jī)的最大正向推力為 445kN 。采用動(dòng)架、定架、彈簧板和測(cè)力傳感器組成臺(tái)架推力測(cè)量系統(tǒng)進(jìn)行推力測(cè)量。
The maximum forward thrust of the engine that can be measured by thrust measurement system of all test cells is 445kN. The thrust measurement system is composed of movable frame, fixed frame, spring plate and load cells.
（ 4 ）推力測(cè)量和校準(zhǔn)系統(tǒng)的整體不確定性為滿量程的± 0.2% ，
The integral uncertainty of the thrust measuring and calibration system is ±0.2% of the full range.
3.2 資格要求
（ 1 ）投標(biāo)人應(yīng)是制造商。
The bidder must be the Goods’ manufacturer.
（ 2 ） 1 ）國內(nèi)投標(biāo)人須提供以下資質(zhì)證書的復(fù)印件：
①新版“三證合一”的營業(yè)執(zhí)照（營業(yè)登記）；
2 ）國外投標(biāo)人須提供以下資質(zhì)證書的復(fù)印件：
①有效的企業(yè)登記證明材料；

境內(nèi)投標(biāo)人提供中國人民銀行出具的銀行基本賬戶開戶許可證復(fù)印件或由為企業(yè)開立基本存款賬戶的銀行出具的具有企業(yè)基本存款賬戶編號(hào)的說明文件原件或復(fù)印件。
Domestic bidders shall provide a copy of the basic bank account opening license issued by the People's Bank of China or the original or copy of the explanation document with the basic corporate deposit account number issued by the bank that opened the basic deposit account for the enterprise.
（ 4 ）投標(biāo)人須提供其
The bidder shall provide the original or a copy of the credit certificate issued by the bank of the basic account opened by the bidder in China within 3 months prior to the date of bid opening., and the domestic bidder shall provide the credit certificate issued by opening bank of its account.
