1.中化建國(guó)際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油寧波大榭石化 （以下稱為“招標(biāo)人”）委托，就大榭石化產(chǎn)品升級(jí)改擴(kuò)建項(xiàng)目320萬(wàn)噸/年催化裂解裝置所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
Entrusted by CNOOC Ningbo Daxie Petrochemical Co., Ltd. (hereinafter referred to as "the bidder"), CNCCC International Tendering Co., Ltd. (hereinafter referred to as "the bidding agency") conducts international public bidding for some goods and related services required for the 3.2 Mt/a DCC unit of Daxie petrochemical products upgrading and expansion project. Bidders are invited to submit sealed bids for the following goods and services:

Specifications: Flue gas expander inlet high temperature butterfly valve size DN1600, operating temperature 697℃, inlet pressure 0.238MPa(a), medium- flue gas, time from full on to full off less than 0.5 second (including damping time),differential pressure less than 1.5KPa (fully open), the whole travel time less than 15 seconds (control loop), leakage Class II and above

2.對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

（1）資格要求
Requirements for Qualification of Bidder:
投標(biāo)人應(yīng)為投標(biāo)設(shè)備的制造商、集成商或代理商，如果投標(biāo)人是集成商或代理商應(yīng)提供制造商授權(quán)文件。
The bidder shall be the manufacturer of the bidding equipment or the integrator or the agent. If the bidder is the integrator or the agent, the manufacturer_EpSingleQuotes_s authorization certificate should be submitted.
（2）業(yè)績(jī)要求：

2010年1月1日至投標(biāo)截止日，投標(biāo)人所投產(chǎn)品應(yīng)具有不少于2臺(tái)（套）應(yīng)用于中國(guó)境內(nèi)催化裂化裝置或催化裂解裝置且均滿足大于等于DN1500的煙機(jī)入口蝶閥運(yùn)行業(yè)績(jī)（運(yùn)行業(yè)績(jī)時(shí)間為投入運(yùn)行時(shí)間或調(diào)試驗(yàn)收時(shí)間）。
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：無(wú)價(jià)銷售合同復(fù)印件（含相關(guān)技術(shù)附件，至少體現(xiàn)以下內(nèi)容：合同首頁(yè)、簽字頁(yè)、貨物名稱、供貨數(shù)量、尺寸、裝置名稱）和用戶出具的投入運(yùn)行證明文件或用戶出具的調(diào)試驗(yàn)收文件。用戶出具的投入運(yùn)行證明文件或用戶出具的調(diào)試驗(yàn)收文件應(yīng)體現(xiàn)正常運(yùn)行時(shí)間或調(diào)試驗(yàn)收時(shí)間。
未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件未體現(xiàn)上述信息的，均視為無(wú)效業(yè)績(jī)。
From January 1st, 2010 to the bidding deadline, the bidding equipment shall have at least 2 sets of operation application references of flue gas expander inlet butterfly valves with size equal to or greater than DN1500 in FCC Unit or DCC Unit in P. R. China (the application operation time shall be the put into operation time or the commissioning acceptance time).
Bidder shall furnish reference List in the given form and provide corresponding documentary evidence. The documentary evidence includes but not limited to: copy of priceless sales contract (including relevant technical appendix, the first page and the signature page of the contract) and the user’s operation certificate or user’s commissioning acceptance certificate. The evidence documents submitted by the bidder must at least demonstrate the following contents: Contract date, Unit name, name of goods, dimension, quantity, and normal operation time or commissioning acceptance time. If the evidence documents are not submitted, or the evidence documents provided cannot verify the signing date of the contract, name of the Unit, name of the goods, dimension, quantity and normal operation time or commissioning acceptance time, the relevant reference shall be deemed invalid.
3．有興趣的合格投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：
從 2022年3月24日開(kāi)始至2022年3月31日止，請(qǐng)登錄中國(guó)海洋石油集團(tuán) 采辦業(yè)務(wù)管理與交易系統(tǒng)（ ooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買招標(biāo)文件。購(gòu)買過(guò)程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書(shū)費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或300美元，售后不退。如未在系統(tǒng)中購(gòu)買招標(biāo)文件，不可參加投標(biāo)。另外，投標(biāo)人還需要在 （ ooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from March 24th, 2022 to March 31st, 2022.For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted.After successful payment of RMB 2000.00 or USD300.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents.Bidder fails to purchase Bidding documents online is not eligible to bid. This Invitation for Bids will be published on China International Bidding website (）and China National Offshore Oil Corporation Procurement Platform at the same time.
