1. 中化建國際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受海洋石油工程股份 （以下稱為“招標(biāo)人”）委托，就陵水25-1氣田開發(fā)工程項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)。現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by OFFSHORE OIL ENGINEERING CO., LTD.(hereinafter referred to as “Tenderee” ),intends to purchase the Goods and the relevant services required under the project of Lingshui 25-1 Gas Field Development Project by International Competitive Bidding. The Bidders are kindly requested to providethe following Goods and services with sealed bids.

2. 對投標(biāo)人的資格和業(yè)績要求：
Requirements for Qualification and reference of Bidder:
（1）資格要求
Requirements for Qulification of Bidder
A．設(shè)備制造商須持有有效的ISO 9001質(zhì)量管理體系認(rèn)證證書，并提供證書復(fù)印件。
The supplier shall have obtained valid ISO9001 certificate, and the Bidder shall provide a copy of Certificate.
B．如果投標(biāo)人為代理商，投標(biāo)人應(yīng)得到所投貨物制造商同意其為本次投標(biāo)提供該貨物的合法正式授權(quán)書。
If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufacturer to supply the goods in this bid.
（2）資質(zhì)要求及證明文件
Requirements of Certificateof Bidder
A．投標(biāo)人承諾供貨時提供螺旋列板和綁扎帶國家安全生產(chǎn)監(jiān)督管理總局海洋石油作業(yè)安全辦公室（COOOSO）認(rèn)可的五家船級社（ABS, BV, CCS, DNV and Lloyd_EpSingleQuotes_s）之一的第三方產(chǎn)品檢驗(yàn)證書。
The bidder promise to provide the Strake and banding material Third party inspection certificate of one of the five third party certification agencies authorized by COOOSO, i.e. ABS, BV, CCS, DNV and Lloyd’s.
（3）業(yè)績要求：
Requirement for Bidder_EpSingleQuotes_s reference:
投標(biāo)人所投產(chǎn)品的制造商近10年(合同簽署時間為2012年1月1日至2021年12月31日)應(yīng)具有至少一項(xiàng)900m及以上水深并采用S-lay鋪管船法的海管螺旋列板使用業(yè)績（業(yè)績中使用的螺旋列板材料應(yīng)為PU材質(zhì)）。
投標(biāo)人須提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：本次所投業(yè)績合同復(fù)印件（含相關(guān)技術(shù)附件），和用戶出具的投入運(yùn)行證明文件或用戶出具的調(diào)試驗(yàn)收文件。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、制造商名稱、貨物規(guī)格和材料、使用水深及S-lay鋪設(shè)、項(xiàng)目名稱。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法驗(yàn)證制造商名稱、貨物規(guī)格、使用水深及S-lay鋪設(shè)、項(xiàng)目名稱，均視為無效業(yè)績。
The manufacturer of the products offered by the bidder shall have at least one application performance of marine pipe spiral row plate with water depth of 900m and above and adopting S-lay pipe laying ship method in recent 10 years (the contract signing time is from January 1, 2012 to December 31, 2021) (the spiral row plate material used in the performance shall be PU material).
The tenderer shall submit performance table and relevant performance supporting documents. Performance certification documents include but are not limited to: copies of the performance contract invested this time (including relevant technical annexes), and the certificate of putting into operation issued by the user or the commissioning acceptance document issued by the user. The performance certificates submitted by the bidder must at least reflect the following contents: contract signing time, manufacturer_EpSingleQuotes_s name, goods specifications and materials, water depth and S-lay laying, and project name. Failure to submit performance certificates, or the provided performance certificates cannot verify the manufacturer_EpSingleQuotes_s name, cargo specification, water depth, S-lay laying and project name, shall be deemed as invalid performance.
3. 有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2022年4月21日開始至2022年4月28日止，請登錄中國海洋石油集團(tuán) 采辦業(yè)務(wù)管理與交易系統(tǒng)（ ooc.com.cn）的招標(biāo)公告頁面進(jìn)行購買。首次登錄必須先進(jìn)行注冊（免費(fèi)），注冊成功后，方可購買招標(biāo)文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價為2000元人民幣或300美元，售后不退。如未在系統(tǒng)中購買招標(biāo)文件，不可參加投標(biāo)。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from April.21, 2022 to April.28, 2022. For the first time of login, a registration (freeof charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process mustbe operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 300.00 foreach copy of Bidding documents whichis non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
