2.對投標人的資格和業(yè)績要求：

（1）資格要求:
Requirements for Qulification of Bidder:
A、投標人應為投標產(chǎn)品的制造商或授權代理商,代理商應提供制造商同意其在本次投標中提供該產(chǎn)品的正式授權書。
The bidder shall be the manufacturer of the bidding products or authorized agent,the agent shall provide the Letter of Authority from manufacturer to agree to provide the products in this Bid.
B、閥門制造商必須通過質(zhì)量管理體系認證（ISO 9001或GB/T19001證書），提供證書復印件，且證書在有效期內(nèi)。
The valve manufacturer must be certified by the quality management system (ISO 9001 or GB/T19001 certificate) and provide a copy of the certificate,the certificate shall be valid.
C、閥門規(guī)格書中對于SIL 等級有要求的閥門及相關附件必須滿足SIL 等級要求，投標人應提供閥門及相關附件的SIL 認證書或報告。
The valves and related accessories required for SIL level in the valve specification must meet the SIL level requirements. The bidder shall provide the SIL certificate or report of the valve and related accessories.
D、特種設備證書：
Special Equipment Certificate:
境內(nèi)制造廠須提供壓力管道元件制造許可（TS認證），且證書在有效期內(nèi)，證書批準范圍涵蓋本次招標的壓力管道閥門范圍。
Domestic manufacture shall provide pressure piping component Manufacture License of Special Equipment released by the national authority agency of China (TS certificate), and the certificate shall be valid.The scope of certificate approval covers the scope of penstock valves in this bidding.
境外制造廠須提供壓力管道元件型式試驗報告或證書，報告或證書應覆蓋本次招標的壓力管道閥門范圍。
Foreign manufacture shall provide the pressure piping component Type Test Report or Certification released by the national authority agency of China,The certificate or report shall cover the scope of penstock valves in this bidding.
（2）業(yè)績要求：
Requirement for Bidder’s reference:
2010年1月1日至投標截止日（合同簽署時間），投標人所投產(chǎn)品應具有不少于2個合同應用于蠟油加氫、加氫裂化或同類高壓加氫裝置氣動或電動平行雙閘板閘閥的供貨業(yè)績，且滿足如下要求：
A、每個合同中的閥門數(shù)量不少于3臺；
B、每個合同中至少包含1臺壓力等級不小于Class2500的氣動平行雙閘板閘閥；
C、2個合同中至少包含1臺Class2500、溫度250℃、公稱通徑12”及以上的氣動平行雙閘板閘閥；
投標人須按規(guī)定格式提交業(yè)績表，并提交相關業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復印件（含相關技術附件，至少體現(xiàn)以下內(nèi)容：合同首頁、簽署時間、貨物名稱（氣動或電動平行雙閘板閘閥）、裝置名稱（蠟油加氫、加氫裂化或同類高壓加氫裝置）、供貨數(shù)量、口徑、壓力等級、溫度）和到貨接收證明文件。
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件未體現(xiàn)上述信息的，均視為無效業(yè)績。
From January 1, 2010 to the tender closing date, the bidding products shall have at least 2 contracts delivery performance to the pneumatic or electric parallel double gate valves of wax oil hydrogenation, hydrocracking or similar high-pressure hydrogenation units, and meet the following requirements:
A. The number of valves in each contract shall not be less than 3;
B. Each contract shall include at least one pneumatic parallel double gate valve with pressure rating not less than class2500;
C. The two contracts include at least one pneumatic parallel double gate valve with class2500, temperature of 250 ℃, nominal diameter of 12 "and above;
The bidder shall submit the performance table in the prescribed format and submit relevant performance certification documents. Performance certification documents include but are not limited to: copies of sales contract (including relevant technical attachments, at least showing the following contents: contract home page, signature page, name of goods, name of device, quantity of supply, caliber, pressure grade, temperature) and proof of arrival.
If the performance certification documents are not submitted, or the performance certification documents provided do not reflect the above information, the performance shall be regarded as invalid.
3.有興趣的投標人可通過以下方式獲取招標文件：從2022年9月28日開始至2022年10月10日止，請登錄中國海洋石油總公司采辦業(yè)務管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可 購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為200元人民幣或30美元，售后不退。如未在系統(tǒng)中
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for Bid for purchasing Bidding document from September 28, 2022 to October10, 2022. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 200.00 or USD 30.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4.投標文件遞交截止時間和 在此時間后收到的投標文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to the 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District,Beijing100027, P. R. China at or before 9:30 am (Beijing Time) on October 24 2022. Any bid beyond the required time and date shall be subject for rejection.
