中化建國際 （以下稱為“招標代理機構(gòu)”）受中海石油（中國） （以下稱為“招標人”）委托，就烏石油田群開發(fā)工程項目所需部分貨物及相關(guān)服務(wù)進行國際公開招標。現(xiàn)邀請投標人對下列貨物和服務(wù)提交密封投標：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of  WUSHI OIL FIELD DEVELOPMENT PROJECT by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

1.  項目概況：

 烏石油田群位于南海北部灣盆地烏石凹陷的東部，距北部灣盆地目前在生產(chǎn)的潿洲油田群約80km，東距廣東省雷州半島烏石鎮(zhèn)烏石港約13~25km。烏石油田群開發(fā)工程項目采用聯(lián)合開發(fā)方案，擬在海上新建2座八樁腿井口平臺（WS17-2 WHPA和WS16-1W WHPA）和1座四樁腿井口平臺（WS23-5 WHPA），在烏石鎮(zhèn)新建1座陸上終端，另外新建3條海底混輸管線、3條海底注水管線和3條海底復(fù)合電纜；3個平臺的平臺生產(chǎn)物流通過WS17-2 WHPA的海底混輸管線輸

Project Summary：

The WuShi oil fields are located in the Beibu Gulf Basin, the South China Sea. It about 80km away from the production of Weizhou oil fields, and about 13~25km west of Wushi Port of Wushi Town, Leizhou Peninsula, Guangdong Province. It is recommended to develop joint development project to develop the WuShi oil fields.The joint development project plans to build two eight-leg wellhead platforms (WS17-2 WHPA and WS16-1W WHPA), one four-leg wellhead platforms (WS23-5 WHPA),one onshore terminal in Wushi Town, three mixed transportation subsea pipelines for production,three subsea pipelines for water injection and three subsea composite cable. The three platform production fluid transported to the Wushi onshore terminal for processing through the WS17-2 WHPA subsea pipeline, and the production water is processed by the onshore terminal and the qualified production water is returned back to each platform for water injection through the WS17-2 WHPA water injection subsea pipeline.

3. 對投標人的資格和業(yè)績要求：

（1）資格要求

Requirements for Qualification of Bidder

A．如果投標人為境內(nèi)注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；

如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B．投標人應(yīng)為所投貨物的制造商。本次招標不接受代理商投標。

   The bidder shall be the manufacturer of bid goods. Bid by Agent is not accepted.

C. 是否接受聯(lián)合體投標：否

  2014年1月1日起至投標截止日（以合同簽署時間為準），投標人應(yīng)具有不少于2臺套海水提升泵（包含泵、電機）以及；不少于2臺套電動消防泵（包含泵、電機）的供貨業(yè)績（業(yè)績技術(shù)要求：海水提升泵的排量不小于300m3/h，揚程不小于92米，使用介質(zhì)為海水；電動消防泵的排量不小于500m3/h，揚程不小于135米，使用介質(zhì)為海水）。

投標人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件,國外廠家可提供訂單）和2）到貨驗收材料。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署頁、合同簽署時間、制造商名稱、貨物名稱、技術(shù)要求（海水提升泵的排量不小于300m3/h，揚程不小于92米，使用介質(zhì)為海水；電動消防泵的排量不小于500m3/h，揚程不小于135米，使用介質(zhì)為海水）及到貨驗收材料。
     未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署頁、合同簽署時間、制造商名稱、貨物名稱、技術(shù)要求及到貨驗收材料的，均視為無效業(yè)績。

   From January 1, 2014 to the bidding deadline.The bidder shall have the delivery performance of not less than 2 sets of sea water lifting pumps (Including pumps and motors) and 2 sets of electric fire pumps (Including pumps and motors) .(Performance technical requirements: the capacity of sea water lifting pumps is not less than 300m3/h, the head is not less than 92 meters，The medium used is seawater; The capacity of the electric fire pumps is not less than 500m3/h, and the head is not less than 135m，The medium used is seawater).

   The bidder shall submit the performance form in the prescribed format and the relevant performance proof documents. Performance proof documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments, foreign manufacturers can provide orders) and 2) arrival acceptance materials. The performance certification documents submitted by the bidder shall at least reflect the following contents: Contract signing page, contract signing time, name of manufacturer, name of goods and technical requirements (the displacement of seawater lifting pump shall not be less than 300m3/h, the head shall not be less than 92m, and the medium shall be seawater; The displacement of electric fire pump is not less than 500m3/h, the head is not less than 135 meters, the use of medium for seawater) and arrival acceptance materials.

   No performance certification documents have been submitted, or the performance certification documents provided cannot reflect Contract signing page,contract signing time, the name of the manufacturer, the name of the goods, and the technical requirements and the arrival of acceptance materials, it will be regarded as invalid performance.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from Feb. 14, 2023 to Feb. 22, 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
