中化建國際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國） （以下稱為“招標(biāo)人”）委托，就錦州23-2油田開發(fā)項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)。現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of JZ23-2 OIL FIELD DEVELOPMENT by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項(xiàng)目概況：錦州23-2油田開發(fā)推薦方案擬新建2座8腿熱采中心平臺JZ23-2 CEPA和JZ23-2 CEPB，設(shè)置80人生活樓和180修井機(jī)， JZ23-2 CEPA和JZ23-2 CEPB之間通過2km的海管和海纜連接。熱采井流物在JZ23-2CEPA和JZ23-2CEPB處理成部分含水原油后，在JZ23-2CEPB匯集經(jīng)新建JZ23-2CEPB至JZ9-3CEPD海底管道 油田依托錦州9-3油田聯(lián)網(wǎng)供電，并在JZ23-2CEPB平臺增設(shè)2臺原油電站補(bǔ)充電力不足。
Project Summary：It is proposed to build two eight-leg thermal production center platforms JZ23-2 CEPA and JZ23-2 CEPB, set up 80 people living buildings and 180 workover RIGS. JZ23-2 CEPA and JZ23-2 CEPB are connected by 2km sea pipe and sea cable. After being processed into partially water-bearing crude oil by JZ23-2CEPA and JZ23-2CEPB, the flow from thermal recovery Wells is collected by JZ23-2CEPB and sent to JZ9-3CEPD for qualified crude oil treatment through the newly built submarine pipeline from JZ23-2CEPB to JZ9-3CEPD, and then sent to JZ9-3 oil storage caisson for storage and transportation. The oilfield relies on Jinzhou 9-3 oilfield for networked power supply, and two additional crude power stations are added on JZ23-2CEPB platform to supplement the power shortage.

（3）業(yè)績要求Requirement for Bidder's reference:
★ 離心泵橇塊需按照《海上固定平臺安全規(guī)則》的要求進(jìn)行設(shè)計(jì)、制造、認(rèn)證和檢驗(yàn)。投標(biāo)人應(yīng)委托國家安全生產(chǎn)監(jiān)督管理總局海洋石油作業(yè)安全辦公室（COOOSO）認(rèn)可的船級社（ABS，DNV，CCS，BV）對離心泵設(shè)備整體進(jìn)行檢驗(yàn)并獲得檢驗(yàn)證書。
The Centrifugal Pump Skid shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC (SETC). Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of Centrifugal Pump Skids from one of the certifying agencies authorized by COOOSO, which are ABS, DNV,CCS, BV.
★ 自2012年1月1日起至投標(biāo)截止日（以合同簽訂時(shí)間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有至少2臺原油外輸泵（流量≥79m3/h，揚(yáng)程≥500m，BB3泵型）的供貨業(yè)績，并提交相關(guān)業(yè)績證明文件；
投標(biāo)人須按規(guī)定格式提交業(yè)績表，業(yè)績證明文件包括但不限于：銷售合同原件掃描件和到貨驗(yàn)收證明文件。業(yè)績證明文件按至少體現(xiàn)以下內(nèi)容：合同首頁、簽字蓋章頁、合同簽署時(shí)間、貨物名稱、技術(shù)參數(shù)、供貨數(shù)量，到貨驗(yàn)收證明文件。未提供以上文件或提供文件無法滿足上述要求的視為無效業(yè)績。。
The bidding products that meet the requirements of this project ( capacity ≥79 m3/h，head≥500m，BB3，Medium is cruel oil) should have two or more sets of application performance within ten years and have a good record of stable operation ; The bidder shall submit the performance table in the prescribed format and submit relevant performance certification documents. Performance certification documents include but are not limited to: Copies of sales contract (including relevant technical attachments); The arrival acceptance certificate materials signed and sealed by the user
The supporting documents submitted by the bidder must at least show the following contents: name of goods, quantity to be supplied, the main parameters of centrifugal crude oil pump（capacity,head,type,Medium）. If the performance certification documents are not submitted, or the performance certification documents provided cannot verify the above contents, the performance shall be regarded as invalid.
