中化建國際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受_中海石油（中國） （以下稱為“招標(biāo)人”）委托，就多參數(shù)掃描集成平臺設(shè)備采辦 項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)。現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of Procurement of multi-parameter scanning integrated platform equipment by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項(xiàng)目概況：本項(xiàng)目為加強(qiáng)礦物成分及含量、巖石物性、巖石力學(xué)參數(shù)及數(shù)字化的科學(xué)研究工作，形成從巖石樣品中自動測量獲取定量的礦物成分及含量、孔縫結(jié)構(gòu)、力學(xué)參數(shù)等信息于一體的礦物學(xué)檢測技術(shù)能力，提升該領(lǐng)域基礎(chǔ)理論研究和技術(shù)創(chuàng)新能力。
Project Summary：The purpose of this project is to strengthen the scientific research work on mineral composition and content, rock physical properties, rock mechanics parameters and digitalization, to form the mineralogy detection technology capability that can automatically measure and obtain quantitative mineral composition and content, pore structure, mechanical parameters and other information from rock samples, and to improve the basic theoretical research and technological innovation capability in this field.

1.掃描電鏡系統(tǒng)
1）物鏡光闌：無極自動物鏡光闌，能快速對光闌孔定位，并可作電子束自動對中；
2）五象限背散射探測器，具備內(nèi)外環(huán)結(jié)構(gòu)；
3）掃描電鏡-能譜儀一體化分析儀，可在掃描電鏡操作界面的圖像上實(shí)時(shí)呈現(xiàn)元素定量面分布圖像，并且圖像每個(gè)像素點(diǎn)可顯示各元素的質(zhì)量分?jǐn)?shù)，能譜分辨率優(yōu)于120ev，實(shí)現(xiàn)光鏡、電鏡、能譜儀關(guān)聯(lián)；
1.Scanning electron microscope system
1）Objective aperture: Infinite automatic objective aperture for rapid positioning of the aperture and automatic alignment of the electron beam;
2）Five quadrant backscatter detector with inner and outer ring structure;
3）The SEM-EDS integrated analyzer can provide real-time distribution images of the quantitative plane of elements on the SEM operating interface, and each pixel in the image can show the mass fraction of each element. The energy spectrum resolution is better than 120ev, and the association between light mirror, electron microscope and EDS can be realized;

樣品臺：不少于12個(gè)樣品同時(shí)受掃描電鏡操作系統(tǒng)軟件控制；

Sample table: no less than 12 samples were simultaneously controlled by SEM operating system software;
3.計(jì)算機(jī)及巖石數(shù)據(jù)測量分析軟件
1）電鏡、光鏡關(guān)聯(lián)軟件，實(shí)現(xiàn)光鏡電鏡能譜儀同步關(guān)聯(lián)，獲取各種信息集成；
2）硬件自帶軟件應(yīng)具有硬件廠家授權(quán)使用，其他軟件應(yīng)具有獨(dú)立的知識產(chǎn)權(quán)（軟件著作權(quán)、專利等），采用中文界面。一體化集成用戶界面，所有應(yīng)用軟件應(yīng)在同一臺電腦上進(jìn)行操作。
3.Computer and rock data measurement and analysis software
1）Electron microscope and light mirror association software, realize the synchronous association of light mirror electron microscope spectrometer, obtain various information integration.
2）Software built-in hardware should be authorized by the hardware manufacturer, other software should have independent intellectual property rights (software copyrights, patents, etc.), adopt the Chinese interface. Integrated user interface, all application software should be operated on the same computer.

A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
制造商應(yīng)通過ISO9001（或GB/T19001）質(zhì)量體系認(rèn)證。投標(biāo)人須提供制造商有效的質(zhì)量體系認(rèn)證證書；
B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.
C．投標(biāo)人應(yīng)為所投貨物的制造商或代理商。
如果投標(biāo)人為代理商，投標(biāo)人應(yīng)得到所投貨物制造商同意其為本次投標(biāo)提供該貨物的合法正式授權(quán)書。
If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.

2020年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有至少2個(gè)掃描電鏡-能譜儀分析系統(tǒng)供貨合同的供貨業(yè)績，且均滿足業(yè)績產(chǎn)品品牌和型號與投標(biāo)產(chǎn)品一致 。
From January 1th, 2020 to the deadline for submission of bids (subject to the time of signing the contract), the manufacturer of the products submitted by the bidder shall have at least 2 supply contracts for Scanning Electron Microscope-Energy Spectrometer Analysis Systems supply performance, and the brand and model of the performance product are consistent with the bidding product.
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗(yàn)收材料。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱、貨物名稱、業(yè)績產(chǎn)品品牌和型號與投標(biāo)產(chǎn)品一致 及到貨驗(yàn)收材料。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, the brand and model of the performance product are consistent with the bidding product and receiving certificate of arrival of goods.
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時(shí)間、制造商名稱、貨物名稱、業(yè)績產(chǎn)品品牌和型號與投標(biāo)產(chǎn)品一致 及到貨驗(yàn)收材料的，均視為無效業(yè)績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, the brand and model of the performance product are consistent with the bidding product and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from June 26th, 2023 to July 3rd 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. The selling fee for the bidding documents is used for printing and mailing the bidding documents.
