中化建國際 （以下稱為“招標代理機構(gòu)”）受中海殼牌石油化工 （以下稱為“招標人”）委托，就中海殼牌惠州聚碳酸酯項目所需部分貨物及相關(guān)服務進行國際公開招標?，F(xiàn)邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Polycarbonate Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項目概況：中海殼牌石油化工 （以下簡稱“中海殼牌”）擬在廣東惠州大亞灣石化產(chǎn)業(yè)園區(qū)新建中海殼牌惠州聚碳酸酯項目，以實現(xiàn)其打造世界級、高度一體化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Polycarbonate Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

主要技術(shù)規(guī)格Main Specifications：
全通徑氣動旋塞（切斷）、閥體材質(zhì)主要為CF8M、閥內(nèi)件材質(zhì)主要為316以及少量904L、最高設計壓力600LB、最高設計溫度260℃。
Full bore pneumatic plug valves(on-off)、Body Material is CF8M、Trim material is 316 and few 904L、Maximum design pressure class is 600LB、Maximum design temperature is 260 degrees Celsius.

從中華人民共和國關(guān)境內(nèi)提供的貨物：2026年3月31日前（貨到項目現(xiàn)場時間）

3. 對投標人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標人為境內(nèi)注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標時需提供原件掃描件（原件備查）；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．投標人應為所投貨物的制造商或授權(quán)代理商。如果投標人是代理商，則須提供制造商有效授權(quán)書。如果投標人是制造廠商所在集團內(nèi)負責銷售的公司，投標人應提供聲明，說明投標人與制造廠商隸屬同一集團，負責投標貨物的銷售工作。
The bidder shall be the manufacturer or agent of bid goods. If the bidder is an agent, it shall provide a valid Letter of Authority from Manufacturer. If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods.
如果投標人是代理商,應具有2022年1月1日至2024年12月31日氣動旋塞閥的銷售業(yè)績（至少一個），并提供相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于銷售合同復印件，至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（國內(nèi)貿(mào)易合同應有雙方蓋章，國際貿(mào)易合同應有雙方簽字或蓋章）、制造商名稱、貨物名稱。未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認定滿足上述業(yè)績要求的，均視為無效業(yè)績。
If the bidder is an agent, the bidder shall have sales performance (at least one) of Pneumatic Plug (ON-OFF) Valves from January 1st, 2022 to December 31st, 2024, and provide corresponding documentary evidence. The sales performance documentary evidence includes but not limited to a copy of the sales contract, which should at least reflect the following contents: the date of contract signing, the contract signing page (domestic trade contracts should have signatures and seals from both parties, international trade contracts should have signatures or seals from both parties), the name of the manufacturer, and the name of the goods. If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
投標文件中提供制造商授權(quán)書的中標候選人，應在中標候選人公示后 3個工作日內(nèi)將制造商授權(quán)書原件（簽字或人名章或公章均須為原件，不接受掃描打印文件）送達招標人
