資金到位或資金來源落實情況:自籌資金，資金來源已落實。

3、投標人資格要求
投標人應(yīng)具備的資格或業(yè)績:（1）投標人是響應(yīng)招標、已在招標機構(gòu)處領(lǐng)購招標文件并參加投標競爭的法人或其他組織。任何未在招標機構(gòu)處領(lǐng)購招標文件的法人均不得參加投標。
The Bidder is legal person or other organization that has purchased the Bidding document from the Tendering Agent, and has participated in the bid. Any legal person or organization that has not purchased the Bidding document from the Tendering Agent is not allowed to participate in the bid.
（2）凡是來自中華人民共和國或是與中華人民共和國有正常貿(mào)易往來的國家或地區(qū)（以下簡稱“合格來源國/地區(qū)”）的法人均可投標。
This Invitation for Bids is open to all legal persons or other organizations within the People’s Republic of China (hereinafter abb. as “PRC”) or from all countries/areas which have regular trade relations with PRC (hereinafter called “the eligible source countries/areas”).
（3）與招標人存在利害關(guān)系可能影響招標公正性的法人不得參加投標。
Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid.
（4）接受委托參與項目前期咨詢和招標文件編制的法人不得參加受托項目的投標，也不得為該項目的投標人編制投標文件或者提供咨詢。
Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder.
（5）單位負責人為同一人或者存在控股、管理關(guān)系的不同單位，不得參加同一招標項目包投標。

Copies of business licenses shall be submitted by domestical bidders, and copies of registration certificates shall be submitted by bidders abroad. Sealing with company stamp for domestic bidders, while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
（9）投標人必須是解碎單元成套設(shè)備設(shè)施的制造商，并具有設(shè)備集成能力。本項目不接受代理商投標；須提供“制造商資格聲明”（格式見第一冊第四章格式IV-9-2）。
The Bidder shall be professional equipment manufacturer of the Fragmentation unit, be possessed of equipment integration. No agent is accepted to participate in the bid. “Manufacturer Qualification Statement” shall be provided (the format is as per IV-9-2 in Chapter IV of Volume I).
（10）投標人須提供加蓋投標人公章的在有效期內(nèi)的質(zhì)量管理體系認證證書的掃描件。
The bidder shall provide scanned copy of the Quality Management System Certification，sealing with company stamp for domestic bidders, while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
（11）投標人須提供自2013年1月1日至今所投產(chǎn)品在1萬噸/年（1.4t/h處理量）及以上規(guī)模高吸水性樹脂（SAP）裝置中的解碎單元設(shè)備（切條、切塊、造粒等）有效業(yè)績至少1個(業(yè)績清單格式見第六章附表1)。
Since January 1, 2013, the bidder shall be successfully experienced with at least 1 set of Fragmentation unit in 10KTA or more SAP plants(1.4t/h Processing capacity)Processing capacity. (the Format of Relevant Experiences List is as per the Attachment 1 of Section Six)

提供加蓋投標人公章的業(yè)績合同復(fù)印件（合同須體現(xiàn)供貨內(nèi)容、簽約日期、用戶的名稱、地址、裝置/設(shè)備交付日期、裝置/設(shè)備交付數(shù)量、規(guī)模等）。
