1．中化建國(guó)際 （以下簡(jiǎn)稱“招標(biāo)機(jī)構(gòu)”）受中海油江蘇天然氣 （以下簡(jiǎn)稱“招標(biāo)人”）委托，現(xiàn)邀請(qǐng)合格投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd.(hereinafter called “Tendering Agent”), for and on behalf of CNOOC Jiangsu Gas Co., Ltd (hereinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment and service：

For goods offered from within PRC customs territory: the goods shall arrive at Jiangsu LNG Terminal Project Site (Address: Binhai harbour District, Yancheng City, Jiangsu Province,China)  within 300 days from the date of the signing of the contract.

2．業(yè)績(jī)和資格要求：

References and Qualification requirement:

1）資質(zhì)要求：

Qualification requirement:

A. 投標(biāo)人必須是具有獨(dú)立法人資格的低溫球閥（20"以上）制造商或代理商。

獨(dú)立法人資格要求：關(guān)境內(nèi)投標(biāo)人應(yīng)提供有效的營(yíng)業(yè)執(zhí)照、組織機(jī)構(gòu)代碼證、稅務(wù)登記證或三證合一營(yíng)業(yè)執(zhí)照等。關(guān)境外投標(biāo)人應(yīng)提供有效的獨(dú)立法人證明，以證明投標(biāo)人具有獨(dú)立法人資格。

Bidder shall be manufacturer or authorized agent designated by manufacturer with the qualification of independent legal entity of Cryogenic Ball Valve（above 20"）.

Bidder from within the PRC Customs Territory shall provide valid business license,Organization Code Certificate and tax registration certificate or integrated business license combined above threecertificates. Bidder from outside the PRC Customs Territory shall provide valid independent legal entity certificate.

B. 代理商要求：如果投標(biāo)人所投的貨物不是投標(biāo)人自己制造的，投標(biāo)人應(yīng)得到貨物制造商的同意以及證明其在本次投標(biāo)中唯一提供該貨物的正式授權(quán)書(shū)。

If the goods is not manufactured by bidder, the bidder shall obtain the only legal official authority of the manufacturer that the bidder could provide the goods for the bid in China.

C. 投標(biāo)人應(yīng)提供閥門制造商的三類認(rèn)證有效證書(shū)復(fù)印件，所有證書(shū)認(rèn)證的制造商名稱應(yīng)與其所提供業(yè)績(jī)的制造商、此次投標(biāo)貨物的制造商一致：

The bidder shall provide copies of the three type certifactions of the manufacturer when bidding, andthe name of the certificates shall be the same with the manufacture of References and the manufacture of the bidding Goods:

（1） 壓力設(shè)備認(rèn)證證書(shū)：制造商應(yīng)具有中國(guó)國(guó)家質(zhì)監(jiān)局頒發(fā)的特種設(shè)備制造許可證（A2(2)級(jí)）、特種設(shè)備型式試驗(yàn)證書(shū)和壓力設(shè)備(PED)認(rèn)證證書(shū)中的至少一種，且所有證書(shū)均應(yīng)在有效期內(nèi)；

Pressure equipment certification：The manufacturer should have at least one certificate through the Manufacturer license of Special Equipment People’s Republic of China issued by General Administration of QualityS upervision (Certificate level for cryogenicvalves:A2(2)),Certificate for TypeTest of Specific Equipment and certificate for pressure equipment（PED）,and the certification should be within the period of validity.

（2） 防火認(rèn)證證書(shū)：制造商應(yīng)具有API 607或API6FA或ISO10497防火證書(shū)，認(rèn)證機(jī)構(gòu)應(yīng)為L(zhǎng)loyd's、BV或DNV等，且認(rèn)證范圍要包括本次投標(biāo)所提供的類型（球閥）、口徑（26"）及壓力等級(jí)（1500LB）范圍；

Fire safe certification：Vendor should provide API 607 or API 6FA or ISO10497 fire test certification offered by Lloyd's, BV, DNV , etc. The certification should coverall valve （ball valve）, size(26”) and pressure class （1500 LB）in this project.

（3） 低泄漏認(rèn)證證書(shū)：閥門必須具備可靠的外密封性能，應(yīng)至少達(dá)到TA-LUFT或ISO 15848-1的要求，并提供相關(guān)測(cè)試的TA-LUFT證書(shū)或ISO 15848 PART 1的認(rèn)證。

Leakage certifaction：Valves shall have a reliable outside sealing performance and meet the requirements of TA-LUFT or ISO 15848-1. VENDOR shall provide TA-LUFTcertificate or ISO 15848 PART 1.

D.應(yīng)具有API 6D認(rèn)證，且證書(shū)應(yīng)在有效期內(nèi)。投標(biāo)時(shí)提供有效證書(shū)復(fù)印件。

The VENDOR shall have valid API 6D certification. The certificate should be within the validity period. Provide copies of valid certificates when bidding.

2）財(cái)務(wù)要求：投標(biāo)人應(yīng)提供2016-2018年審計(jì)機(jī)構(gòu)出具的財(cái)務(wù)審計(jì)報(bào)告及經(jīng)審計(jì)的財(cái)務(wù)報(bào)表，包括資產(chǎn)負(fù)債表、現(xiàn)金流量表、利潤(rùn)表。

Bidder shall submit 2016-2018 audited financial report issued by auditing agency, including balance sheets, cash flow statement, profit statement.

2016-2018年的年平均凈資產(chǎn)：不低于等值1000萬(wàn)元人民幣；

Average net assets of last three years (from 2016 to 2018): notless than RMB 10,000,000 Yuanor equivalent;

2016-2018年的年平均資產(chǎn)負(fù)債率：小于0.85。

Average asset-liability ratio of last three years (from 2016 to2018): less than 0.85.

3）業(yè)績(jī)要求：

Requirementsof performance

（1） 制造商自2009年1月1日至投標(biāo)截止之日（合同簽署時(shí)間）至少具有2座LNG接收站（規(guī)模不小于200萬(wàn)噸/年）唇式密封深冷球閥運(yùn)行業(yè)績(jī)，其中至少具有尺寸≥12"且磅級(jí)≥1500LB的深冷球閥，且上述業(yè)績(jī)中至少有一項(xiàng)合同包括至少3臺(tái)尺寸≥20"且磅級(jí)≥900LB深冷球閥。

From January 1, 2009 to the deadline for submission of bids（accordingto the date of contract signature）, the manufacturer shall have at least two performance of operating Lip sealed cryogenic ball valves of  LNG receiving terminals (no lessthan 2 million tons/year), among them there is at least one 12" and above and 1500LB and above LNG cryogenic ball valve， and among them there is at least one contract of which has no less than 3 sets 20" and above and 900LB and above LNG cryogenic ball valves.

（2）投標(biāo)人須提交有效的業(yè)績(jī)表和相關(guān)證明文件（“1.合同復(fù)印件相關(guān)章節(jié)”和“2.用戶使用證明或用戶調(diào)試報(bào)告”。如前述1和2無(wú)法體現(xiàn)接收站名稱和規(guī)模，須提供其它證明接收站名稱和規(guī)模的公開(kāi)發(fā)行文件”）。業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、貨物名稱及類型（唇式密封深冷球閥）、裝置名稱及規(guī)模（LNG接收站，不小于200萬(wàn)噸/年）、供貨數(shù)量、閥門尺寸、磅級(jí)。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法驗(yàn)證前述業(yè)績(jī)信息，均視為無(wú)效業(yè)績(jī)。

Bidders shall submit valid performance statements and relevant supporting documents (“1. Relevant chapters copies ofcontract”and “2. User's on-site commissioning report or user's certificate of use”. If the above item 1 and 2 can not prove the name and scale of LNG receiving stations, the bidder shall provide other public document to prove the name and scale of LNG receiving stations).The relevant documentary evidence must embody at least the following contents: the signing time of the contract,the name of the goods, the type of the goods (Lip sealed cryogenic ball valves), the name and scale of the unit (LNG receiving stations no less than 2 million tons per year ), the quantity of goods supplied, the size and class of valve. Failure to submit a relevant documentary evidence for their reference or failure to verify the above information will be regarded as invalid performance.

同時(shí)，如果提供的業(yè)績(jī)使用地未處于中國(guó)境內(nèi)時(shí)，除上述證明材料外，投標(biāo)人還需提供第三方檢驗(yàn)機(jī)構(gòu)出具的相關(guān)報(bào)告（例如出廠檢驗(yàn)報(bào)告、制造過(guò)程檢驗(yàn)報(bào)告或證明業(yè)績(jī)真實(shí)性的報(bào)告，該類第三方檢驗(yàn)機(jī)構(gòu)應(yīng)為BV、DNV、勞氏等國(guó)際知名機(jī)構(gòu)）。

If the performance is outside PRC Customs Territory, the bidder shall additionally provid the relevant certification by a third authority (such as factory inspection report,manufacturing process inspection report or orther doucument to prove the performance is true, and the certification authority shall be Lloyd's, BV orDNV or orther internationally renowned authority.)

（3） 投標(biāo)人所報(bào)的本次招標(biāo)低溫球閥（包括閥門本體、主要部件）的原產(chǎn)地和制造商應(yīng)與所提供業(yè)績(jī)中的低溫球閥（包括閥門本體、主要部件）原產(chǎn)地以及制造商一致，且所投本次招標(biāo)低溫球閥（包括閥門本體、主要部件）應(yīng)在其原產(chǎn)地工廠進(jìn)行生產(chǎn)和檢驗(yàn)，不得委托加工。

The original place and manufacturer of cryogenic ball valves(including the valve body and main component)of the bidder’s quotation shall be in accord with the original place and manufacturer of the cryogenic ball valves(including the valve body and maincomponent) of the offered performance. And the cryogenic ball valves (includingthe valve body and main component) of the bidder’s quotation shall be manufactured and tested in the plant of the original place, OEM is forbidden.

4）質(zhì)量要求：制造商應(yīng)提供ISO9001質(zhì)量管理體系認(rèn)證證書(shū)，且證書(shū)在有效期內(nèi)。代理商投標(biāo)時(shí)應(yīng)提供所代理的產(chǎn)品制造商的ISO證書(shū)。

Manufacturer shall have the ISO9001 quality management system certification and the certificate is valid.The agent shall have the ISO certificate of the product manufacturer.

業(yè)主保留按ITP要求直接從中國(guó)派遣第三方檢驗(yàn)人員對(duì)任一重要質(zhì)量控制點(diǎn)（如閥門主要胚件生產(chǎn)廠、閥門主要部件加工廠、閥門部件組裝廠、閥門測(cè)試廠等）進(jìn)行見(jiàn)證性檢驗(yàn)的權(quán)利。

The purchaser reserves theright to send third-party inspector from China to witness inspection of any important quality control point(such as valve main roughcast manufacture plant,valve main parts manufacture plant, valve main parts assembly plant, valve testing plant and so on) according to the ITP.

3．有興趣的合格投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：

從 2020年 4月15開(kāi)始至2020年4月22日止，請(qǐng)登錄中國(guó)海洋石油集團(tuán) 采辦業(yè)務(wù)管理與交易系統(tǒng)（ ooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買招標(biāo)文件。購(gòu)買過(guò)程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書(shū)費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或300美元，售后不退。如未在系統(tǒng)中購(gòu)買招標(biāo)文件，不可參加投標(biāo)。另外，投標(biāo)人還需要在 （ ooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from April 15, 2020 to April 22 2020. For the firsttime of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated onlineand offline payment will not be accepted. After successful payment of RMB 2000.00 or USD300.00 for each copy ofBidding documents which is non-refundable, Bidder may download the Biddingdocuments. Bidder fails to purchase Bidding documents online is not eligible to bid. In addition, the bidder need to succeed in the China international bidding nets (
