（一）項(xiàng)目概述 <spanstyle='mso-bookmark:OLE_link16'>
為貫徹落實(shí)黨的十九大關(guān)于“打造共建共治共享的社會治理格局”，引進(jìn)第三方服務(wù)外包，強(qiáng)化三級網(wǎng)格責(zé)任，織密第四級網(wǎng)格，將觸角延伸到小區(qū)末梢，助推“中心+社區(qū)”治理模式優(yōu)化提升。
進(jìn)一步強(qiáng)化社區(qū)末梢治理，優(yōu)化轄區(qū)內(nèi)“四級網(wǎng)格”布局，提升網(wǎng)格人員工作效能，使安全隱患早預(yù)防，矛盾糾紛早調(diào)解，宣傳服務(wù)更到位、居民自治更有效，最終形成“多網(wǎng)合一，一網(wǎng)多格，一格多元”的社會治理格局，劃分以后，所有條線網(wǎng)格人員歸并為一個四級網(wǎng)格，不再另設(shè)。

按照注重實(shí)際，服務(wù)居民的原則，依托現(xiàn)代化信息網(wǎng)絡(luò)平臺，進(jìn)一步深化原有“四級網(wǎng)格”管理體系，優(yōu)化三級、四級網(wǎng)格部署，在康佳社區(qū)、白馬澗社區(qū)、楓津社區(qū)、馬浜社區(qū)、西津橋社區(qū)、龍池社區(qū)工作：以每400戶為基準(zhǔn)設(shè)置一個三級網(wǎng)格員，每個自然小區(qū)至少配備1名三級網(wǎng)格員（別墅區(qū)和入住率不滿1/3的小區(qū)，由社區(qū)自己平衡,每個網(wǎng)格長所負(fù)責(zé)戶數(shù)浮動不超過200戶，即最低不少于200戶，最高不多于600戶），將在康佳社區(qū)設(shè)立三級網(wǎng)格員12名，白馬澗社區(qū)設(shè)立三級網(wǎng)格員26名，楓津社區(qū)設(shè)立三級網(wǎng)格員15名；馬浜社區(qū)設(shè)立三級網(wǎng)格員23名；西津橋社區(qū)設(shè)立三級網(wǎng)格員12名；龍池社區(qū)設(shè)立三級網(wǎng)格員19名。
由第三方服務(wù)機(jī)構(gòu)根據(jù)三級網(wǎng)格員招聘條件招聘工作人員，街道相關(guān)部門及社區(qū)負(fù)責(zé)人參與人員面試，由第三方服務(wù)機(jī)構(gòu)與錄用專職人員簽訂服務(wù)合同，開展培訓(xùn)，由錄用的專職人員建立社區(qū)三級網(wǎng)格并擔(dān)任網(wǎng)格員。 <spanstyle='mso-bookmark:OLE_link16'>

<spanstyle='mso-bookmark:OLE_link16'> 1.1 <spanstyle='mso-bookmark:OLE_link37'> 具有獨(dú)立承擔(dān)民事責(zé)任的能力；
<spanstyle='mso-bookmark:OLE_link16'> 1.2 <spanstyle='mso-bookmark:OLE_link37'> 具有良好的商業(yè)信譽(yù)和健全的財務(wù)會計制度；
<spanstyle='mso-bookmark:OLE_link16'> 1.3 <spanstyle='mso-bookmark:OLE_link37'> 具有履行合同所必需的設(shè)備和專業(yè)技術(shù)能力；
<spanstyle='mso-bookmark:OLE_link16'> 1.4 <spanstyle='mso-bookmark:OLE_link37'> 有依法繳納稅收和社會保障資金的良好記錄；
<spanstyle='mso-bookmark:OLE_link16'> 1.5 <spanstyle='mso-bookmark:OLE_link37'> 參加政府采購活動前三年內(nèi),在經(jīng)營活動中沒有重大違法記錄；

<spanstyle='mso-bookmark:OLE_link16'> <spanstyle='font-size:12.0pt;line-height:150%;font-family:宋體;mso-bidi-font-family:宋體'> 已經(jīng)申領(lǐng)蘇州市市級政府采購項(xiàng)目或非新區(qū)區(qū)政府采購或姑蘇區(qū)政府采購專用CA證書的供應(yīng)商進(jìn)行網(wǎng)上注冊及資料填報后，攜帶CA證書至蘇州CA服務(wù)網(wǎng)點(diǎn)開通高新區(qū)政府采購項(xiàng)目網(wǎng)上報名功能模塊即可。

？開標(biāo)時點(diǎn)截止前15分鐘，系統(tǒng)經(jīng)代理公司確認(rèn)可自動解密全部報名供應(yīng)商。代理機(jī)構(gòu)現(xiàn)場打印出報名供應(yīng)商名單，并核對相關(guān)資料。
？？？5、招標(biāo)文件獲取：供應(yīng)商進(jìn)行網(wǎng)上報名后在報名系統(tǒng)中自行下載采購文件，報名日期視同為依法獲取采購文件日期，并打印、保留“網(wǎng)上報名確認(rèn)單”。報名供應(yīng)商從“蘇州市 ”中自行關(guān)注本項(xiàng)目補(bǔ)充文件以及中標(biāo)公告，未及時關(guān)注或獲取文件而導(dǎo)致的后果由報名供應(yīng)商自行承擔(dān)。
