normalCxSpMiddle align=left style='text-align:left;text-indent:21.0pt;line-height:20.0pt;background:white'>本招標項目織金縣城區(qū)水務一體化建設項目（項目名稱）已由織金縣發(fā)展和改革局（項目審批、核準或備案機關名稱）以織發(fā)改產(chǎn)業(yè)〔2020〕9號（批文名稱及編號）批準建設，招標人（項目業(yè)主）為織金水務投資建設 ，建設資金來自單位自籌（資金來源），項目出資比例為100%。項目已具備招標條件，現(xiàn)對該項目的（設計~施工）EPC總承包進行公開招標。

2.2項目規(guī)模：1、供水工程，新建三甲水廠工程，規(guī)模為2.5萬m3/天，新建DN800輸水管5500m，  新建DN160-600配水管22690m.

normal style='text-indent:10.5pt'>河道截污工程，新建DN300-1000污水管24542m，DN800鋼管170m，DN1000鋼管130m.

normalCxSpMiddle align=left style='text-align:left;text-indent:15.75pt;line-height:20.0pt;background:white'>2.3 招標范圍：設計-施工EPC總承包項目。設計（含本項目初步規(guī)劃設計、實施施工圖設計、提供相應設計技術交底，并解決施工中的設計技術問題，施工現(xiàn)場的配合服務及后期服務、工程概算、工程預算等）、施工（含本項目建設施工圖設計范圍內(nèi)全部工程的施工、竣工交付、工程保修）等必需或附帶完成的工作。
    2.4總投資：總投資為50953.17萬元。

normal style='text-indent:21.0pt;line-height:18.0pt;text-autospace:none'>3.1.1投標人須具備的設計資格要求為：具備建設行政主管部門核發(fā)的市政行業(yè)(給水工程、排水工程、道路工程）專業(yè)甲級及以上資質(zhì)，并在人員、設備、資金等方面具有相應的能力，其中，擬派駐設計負責人須具備國家注冊公用設備工程師（給水排水）資格；

normal style='text-indent:21.85pt;line-height:20.5pt'>3.1.2投標人須具備的施工資格要求為：具備建設行政主管部門核發(fā)的市政公用工程施工總承包貳級及以上資質(zhì)；并在人員、設備、資金等方面具有相應的能力。其中，投標人擬派施工項目經(jīng)理須具備市政公用工程專業(yè)貳級及以上建造師資格、有效的安全生產(chǎn)考核合格證書（B 類）、且未擔任其他在建項目的項目經(jīng)理。

normalCxSpMiddle align=left style='text-align:left;text-indent:21.0pt;line-height:20.0pt;background:white'>3.2.1聯(lián)合體應由一個滿足本項目設計資格要求的設計單位和一個滿足本項目施工資格要求的施工單位組成；牽頭單位須為滿足本項目要求的施工單位。
