normal style='line-height:150%'>二、申請(qǐng)人的資格要求：

normal style='text-indent:28.0pt;line-height:150%'>1.滿足《中華人民共和國(guó)政府采購(gòu)法》第二十二條規(guī)定；

normal align=left style='text-align:left;text-indent:28.0pt;line-height:150%'>1.1必須具有合法有效的營(yíng)業(yè)執(zhí)照、稅務(wù)登記證、組織機(jī)構(gòu)代碼證（或三證合一的營(yíng)業(yè)執(zhí)照）；

normal align=left style='text-align:left;text-indent:28.0pt;line-height:150%'>1.2法定代表人參加投標(biāo)的必須有法定代表人身份證，法人授權(quán)委托人參加投標(biāo)的必須有法人授權(quán)委托書及被授權(quán)委托人身份證；

normal align=left style='text-align:left;text-indent:28.0pt;line-height:150%'>1.3具有良好的商業(yè)信譽(yù)和健全的財(cái)務(wù)會(huì)計(jì)制度（自行承諾）；

normal align=left style='text-align:left;text-indent:28.0pt;line-height:150%'>1.4具有履行合同所必須的設(shè)備和專業(yè)技術(shù)能力（自行承諾）；

normal align=left style='text-align:left;text-indent:28.0pt;line-height:150%'>1.6 誠(chéng)信資格要求：①對(duì)列入失信懲戒對(duì)象名單的供應(yīng)商，拒絕其參與投標(biāo)，提供購(gòu)買標(biāo)書當(dāng)日至開標(biāo)前任一時(shí)間，在“信用中國(guó)”網(wǎng)站查詢下載的信用信息報(bào)告；②對(duì)列入政府采購(gòu)嚴(yán)重違法失信行為記錄名單的供應(yīng)商，拒絕其參與投標(biāo)，提供購(gòu)買標(biāo)書當(dāng)日至開標(biāo)前任一時(shí)間，在中國(guó) （政府采購(gòu)嚴(yán)重違法失信行為記錄名單）的查詢記錄截圖；（以上查詢?nèi)掌诒仨殲轫撁孀詣?dòng)生成日期）

三、獲取磋商文件

normal style='text-indent:27.0pt;line-height:150%'>時(shí)間： 2021 年 11 月  23日至 2021 年 11 月 29  日，每天上午8：30　至12：00　，下午14：30　至17：30　（北京時(shí)間，法定節(jié)假日除外）

normal style='text-indent:28.0pt;line-height:150%'>投標(biāo)截止時(shí)間：2021年 12 月 3 日09:00時(shí)前按照系統(tǒng)要求上傳投標(biāo)文件，并于當(dāng)日09:20時(shí)前解密投標(biāo)文件。

五、公告期限

normal style='text-indent:28.0pt;line-height:150%'>自本公告發(fā)布之日起5個(gè)工作日。

六、其他補(bǔ)充事宜

normal style='text-indent:28.0pt;line-height:150%'>（1）由基本賬戶以銀行轉(zhuǎn)賬、支票、匯票、本票或者金融機(jī)構(gòu)、擔(dān)保機(jī)構(gòu)出具保函等非現(xiàn)金形式，金額為貳萬元整（￥20000.00元 ）。

normal style='text-indent:28.0pt;line-height:150%'>（2）投標(biāo)人以銀行轉(zhuǎn)賬、支票、匯票、本票方式繳納投標(biāo)保證金的，必須在2021年12 月3 日09:00前從其基本賬戶繳納到畢節(jié)市 賬戶，且確保在投標(biāo)截止時(shí)間前到賬并檢查綁定成功，未綁定成功，不能上傳投標(biāo)文件的，責(zé)任由投標(biāo)人自行承擔(dān)。（以到賬時(shí)間為準(zhǔn)，由于跨行轉(zhuǎn)賬需一定時(shí)間，為確保保證金按時(shí)到賬，請(qǐng)盡早交納保證金）。

normal style='text-indent:28.0pt;line-height:150%'>（3）投標(biāo)人以金融機(jī)構(gòu)、擔(dān)保機(jī)構(gòu)出具保函等非現(xiàn)金方式提供投標(biāo)保證金擔(dān)保的，必須符合畢節(jié)市 相關(guān)規(guī)定，否則不能上傳投標(biāo)文件，責(zé)任由投標(biāo)人自行承擔(dān)。
