貴州能投興仁電廠（'Times New Roman','serif';color:black\">2×'Times New Roman','serif';color:black\">660MW）新建工程項目社會穩(wěn)定風(fēng)險分析報告編制單位招標(biāo)（二次）， 項目已具備招標(biāo)條件，現(xiàn)對該項目進行國內(nèi)競爭性談判招標(biāo)。

'Times New Roman','serif';color:black\">2. 項目概況、招標(biāo)范圍及工作內(nèi)容

'Times New Roman','serif';color:black\">2.1 建設(shè) 原項目廠址已完成“五通一平”，社會穩(wěn)定風(fēng)險分析專題報告已評審并取得批復(fù)文件。

貴州能投興仁電廠（'Times New Roman','serif';color:black\">2×'Times New Roman','serif';color:black\">660MW）新建工程項目由貴州能投產(chǎn)業(yè)集團子公司貴州能投發(fā)電 承建，廠址位于黔西南州興仁市巴鈴鎮(zhèn)教場壩村，緊鄰惠興高速，距離興仁市約'Times New Roman','serif';color:black\">18km，距離興義市約'Times New Roman','serif';color:black\">70km，交通運輸十分便利。

黔西南州煤炭資源十分豐富、是貴州省富煤地區(qū)之一。興仁市是全國'Times New Roman','serif';color:black\">200個重點產(chǎn)煤縣之一，無煙煤已探明儲量'Times New Roman','serif';color:black\">21億噸，遠景儲量超過'Times New Roman','serif';color:black\">45億噸，有“興仁煤?！敝雷u。本項目以興仁境內(nèi)煤礦為主要煤源，周邊縣份煤礦為輔助煤源。興仁西北環(huán)線和運煤專線公路已基本建成。

'Times New Roman','serif';color:black\">2.3 服務(wù)期：

'Times New Roman','serif';color:black\">2.3.1中標(biāo)人負責(zé)編制社會穩(wěn)定風(fēng)險分析報告書，并組織完成評審及批復(fù)。

'Times New Roman','serif';color:black\">2.3.2社會穩(wěn)定風(fēng)險分析報告經(jīng)評審后根據(jù)評審意見進行修改，最終應(yīng)根據(jù)招標(biāo)方提出的時限要求向招標(biāo)方交付社會穩(wěn)定風(fēng)險分析報告正式文本及圖紙'Times New Roman','serif';color:black\">12套。

'Times New Roman','serif';color:black\">2.3.3技術(shù)服務(wù)成果交付時間：合同簽訂后'Times New Roman','serif';color:black\">20日內(nèi)提交《貴州能投興仁電廠（'Times New Roman','serif';color:black\">2×'Times New Roman','serif';color:black\">660MW）新建工程項目社會穩(wěn)定風(fēng)險分析報告》送審稿。送審后'Times New Roman','serif';color:black\">15日內(nèi)組織完成評審及批復(fù)。

'Times New Roman','serif';color:black\">2.4 招標(biāo)范圍：

貴州能投興仁電廠（'Times New Roman','serif';color:black\">2×'Times New Roman','serif';color:black\">660MW）新建工程項目社會穩(wěn)定風(fēng)險分析專題報告編制（含現(xiàn)場踏勘、調(diào)研收資、專題報告編制）評審及批復(fù)。

'Times New Roman','serif';color:black\">3. 投標(biāo)人資格要求

'Times New Roman','serif';color:black\">3.1具有獨立承擔(dān)民事責(zé)任的能力：投標(biāo)人具有獨立法人資格，提供有效的營業(yè)執(zhí)照；

'Times New Roman','serif';color:black\">3.2具有良好的商業(yè)信譽和健全的財務(wù)會計制度：提供'Times New Roman','serif';color:black\">2021年度經(jīng)審計的財務(wù)報告或基本

'Times New Roman','serif';color:black\">3.3業(yè)績要求：至投標(biāo)截止日前，具有'Times New Roman','serif';color:black\">1個'Times New Roman','serif';color:black\">600MW及以上燃煤發(fā)電機組新建工程社會穩(wěn)定風(fēng)險分析報告技術(shù)服務(wù)業(yè)績；

'Times New Roman','serif';color:black\">3.4 信譽要求：

'Times New Roman','serif';color:black\">3.4.1投標(biāo)人未被工商行政管理機關(guān)在全國企業(yè)信用信息公示系統(tǒng)中列入嚴(yán)重違法失信企業(yè)名單。

'Times New Roman','serif';color:black\">3.4.2投標(biāo)人未被最高人民法院在“信用中國”網(wǎng)站列入失信被執(zhí)行人名單，如被列入上訴名單中的投標(biāo)人取消其投標(biāo)資格，并承擔(dān)由此造成的一切法律責(zé)任及后果。

'Times New Roman','serif';color:black\">3.5.1 投標(biāo)人必須具有具有工程咨詢單位資信證書，業(yè)務(wù)范圍含電力；

'Times New Roman','serif';color:black\">3.6 本次招標(biāo)不接受聯(lián)合體投標(biāo)。

'Times New Roman','serif';color:black\">4. 談判文件的獲取
