中化建國際 （以下稱為“招標代理機構”）受中海石油（中國） （以下稱為“招標人”）委托，就渤中26-6油田開發(fā)項目所需部分貨物及相關服務進行國際公開招標?，F邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of BZ26-6 OIL FIELD DEVELOPMENT by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項目概況：渤中26-6油田開發(fā)項目（一期）是自營油氣田開發(fā)項目。渤中26-6油田位于渤海中部海域。計劃新建1座中心平臺、1座井口平臺，新建2條平臺間混輸海底管道，新建1條平臺間高壓注氣海底管道，新建1條外輸干氣海底管道，新建2條平臺間海底電纜，依托平臺改造。
Project Summary：Bozhong 26-6 Oilfield development project (Phase I) is a self-run oil and gas field development project. Bozhong 26-6 oilfield is located in the central Bohai Sea. It is planned to build 1 central platform, 1 wellhead platform, 2 interplatform mixed transport submarine pipelines, 1 interplatform high pressure gas injection submarine pipeline, 1 interplatform dry gas pipeline, and 2 interplatform submarine cables to rely on the platform transformation.

3. 對投標人的資格和業(yè)績要求：

A．如果投標人為境內注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務登記證及組織機構代碼證或證照合一的營業(yè)執(zhí)照；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

（3）業(yè)績要求Requirement for Bidder's reference:
★ 離心泵橇塊需按照《海上固定平臺安全規(guī)則》的要求進行設計、制造、認證和檢驗。投標人應委托國家安全生產監(jiān)督管理總局海洋石油作業(yè)安全辦公室（COOOSO）認可的船級社（ABS，DNV，CCS，BV）對離心泵設備整體進行檢驗并獲得檢驗證書。
The Centrifugal Pump Skid shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC (SETC). Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of Centrifugal Pump Skids from one of the certifying agencies authorized by COOOSO, which are ABS, DNV,CCS, BV.
★ 自2012年1月1日起至投標截止日（以合同簽訂時間為準），投標人所投產品的制造商應具有至少2臺原油外輸泵（排量≥215 m3/h、揚程≥400m、BB3泵型、介質：原油）的供貨業(yè)績，并提交相關業(yè)績證明文件；
投標人須按規(guī)定格式提交業(yè)績表，業(yè)績證明文件包括但不限于：銷售合同原件掃描件和到貨驗收證明文件。業(yè)績證明文件按至少體現以下內容：合同首頁、簽字蓋章頁、合同簽署時間、貨物名稱、技術參數（排量≥215 m3/h、揚程≥400m、BB3泵型、介質：原油）、供貨數量，到貨驗收證明文件。未提供以上文件或提供文件無法滿足上述要求的視為無效業(yè)績。。
The bidding products that meet the requirements of this project (capacity ≥215m3/h，head≥400m，BB3，Medium is cruel oil) should have two or more sets of application performance within ten years and have a good record of stable operation ; The bidder shall submit the performance table in the prescribed format and submit relevant performance certification documents. Performance certification documents include but are not limited to: Copies of sales contract (including relevant technical attachments); The arrival acceptance certificate materials signed and sealed by the user
The supporting documents submitted by the bidder must at least show the following contents: name of goods, quantity to be supplied, the main parameters of centrifugal crude oil pump（capacity,head,type,Medium）. If the performance certification documents are not submitted, or the performance certification documents provided cannot verify the above contents, the performance shall be regarded as invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from 11 April, 2023 to 18 April 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
