中化建國際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國） （以下稱為“招標(biāo)人”）委托，就渤中26-6油田開發(fā)項目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)。現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of BZ26-6 OIL FIELD DEVELOPMENTby Internatioive Bnal Competitidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

渤中26-6油田開發(fā)項目（一期）是自營油氣田開發(fā)項目。渤中26-6油田位于渤海中部海域。計劃新建1座中心平臺、1座井口平臺，新建2條平臺間混輸海底管道，新建1條平臺間高壓注氣海底管道，新建1條外輸干氣海底管道，新建2條平臺間海底電纜，依托平臺改造。

   Project Summary：

Bozhong 26-6 Oilfield development project (Phase I) is a self-run oil and gas field development project. Bozhong 26-6 oilfield is located in the central Bohai Sea. It is planned to build 1 central platform, 1 wellhead platform, 2 interplatform mixed transport submarine pipelines, 1 interplatform high pressure gas injection submarine pipeline, 1 interplatform dry gas pipeline, and 2 interplatform submarine cables to rely on the platform transformation.

3. 對投標(biāo)人的資格和業(yè)績要求：

（1）資格要求

A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；

如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B．（不接受代理）

投標(biāo)人應(yīng)為天然氣壓縮機(jī)（旋轉(zhuǎn)式）本體的制造商或其授權(quán)的成橇商。

1）投標(biāo)人以自己制造的壓縮機(jī)本體參與投標(biāo)的，不能再將此壓縮機(jī)本體同時授權(quán)給其他投標(biāo)人參與投標(biāo)，相關(guān)的所有投標(biāo)將被拒絕。

2）投標(biāo)人作為成撬商投標(biāo)的，應(yīng)得到壓縮機(jī)本體制造商的同意以及證明其在本次投標(biāo)中唯一正式授權(quán)書。

3）投標(biāo)人將被授權(quán)的壓縮機(jī)本體再授權(quán)給其他投標(biāo)人同時參與投標(biāo)，相關(guān)的所有投標(biāo)將被拒絕。

B.The bidder shall be the manufacturer of the natural gas compressor (rotary) body or its authorized sled manufacturer

1)If a bidder participates in the bidding with their own manufactured compressor body, they cannot authorize other bidders to participate in the bidding at the same time, and all related bids will be rejected.

2)The bidder, as a prying bidder, shall obtain the consent of the compressor body manufacturer and proof of their sole formal authorization in this bidding.

3)The bidder will re authorize the authorized compressor body to other bidders to participate in the bidding process, and all related bids will be rejected.

（3）業(yè)績要求Requirement for Bidder's reference:

1) 天然氣壓縮機(jī)型式為無油雙螺桿壓縮機(jī)或液環(huán)壓縮機(jī)。

The type of Low Pressure Gas Compressor Skids should be Oil free Twin-screw type compressor or Liquid Ring compressor.

 2）天然氣壓縮機(jī)橇需按照《海上固定平臺安全規(guī)則》的要求進(jìn)行設(shè)計、制造、認(rèn)證和檢驗。制造商應(yīng)承諾委托中國國家安全生產(chǎn)監(jiān)督管理總局海洋石油作業(yè)安全辦公室（COOOSO）認(rèn)可的船級社（ABS, DNV,CCS，BV）對天然氣壓縮機(jī)橇（包括機(jī)組橇塊外附屬設(shè)備）進(jìn)行檢驗并獲得檢驗證書。

The Low Pressure Gas Compressor Skid shall be designed, manufactured, certified and inspected in accordance with the requirements of the Offshore Fixed Platform Safety Regulations. The Manufacturer shall undertake to entrust a classification society (ABS,DNV,CCS, BV) approved by the Offshore Oil Work Safety Office of the State Administration of Work Safety of China to inspect the natural gas compressor skids (including the auxiliary equipment outside the unit skids) and obtain the inspection certificate.

  3）投標(biāo)人所投天然氣壓縮機(jī)為制造商的成熟產(chǎn)品，買方不接受新研制產(chǎn)品。天然氣壓縮機(jī)的型式為電機(jī)驅(qū)動的無油雙螺桿壓縮機(jī)或電機(jī)驅(qū)動的液環(huán)壓縮機(jī)。

The bidder's natural gas compressor is the manufacturer's mature products, the buyer does not accept the newly developed products. The type of natural gas compressor is oil-free twin screw compressor or liquid ring compressor.

 4）自2013年1月1日至投標(biāo)截止日（以合同簽署時間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有至少2臺套電機(jī)驅(qū)動的無油雙螺桿壓縮機(jī)橇或電機(jī)驅(qū)動的液環(huán)壓縮機(jī)橇（且均滿足排量≥200000Sm³/d或出口壓力≥1400kPaA、介質(zhì)為天然氣）的供貨業(yè)績。并提供相關(guān)業(yè)績證明文件。

投標(biāo)人須按規(guī)定格式提交業(yè)績表。業(yè)績證明文件包括但不限于：銷售合同原件掃描件和到貨驗收證明文件。

業(yè)績證明文件至少體現(xiàn)以下內(nèi)容：合同首頁、簽字蓋章頁、合同簽署時間、貨物名稱、技術(shù)參數(shù)、供貨數(shù)量，到貨驗收證明文件。未提供以上文件或提供文件無法滿足上述要求的視為無效業(yè)績。

From January 1, 2013 to the bid deadline date (subject to the signing date of the Contract), the manufacturer of the products submitted by the bidder shall have the supply record of at least two sets of oil-free twin screw compressors driven by motors or liquid ring compressors driven by motors (both of which shall meet the discharge rate ≥200000Sm³/d or outlet pressure ≥1400kPaA and the medium shall be natural gas). And provide relevant performance documents.

The bidder shall submit the performance form in the prescribed format and the relevant performance proof documents.

Performance certification documents include but are not limited to: scanning copies of the original sales contract and arrival and acceptance certification documents. The performance certificate shall at least reflect the following contents: the first page of the contract, the signature and seal page, the date of signing the contract, the name of the goods, the technical parameters, the quantity of delivery, and the arrival and acceptance certificate. Failure to provide the above documents or failure to meet the above requirements shall be deemed as invalid performance.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from  Apr.12,2023 to Apr. 19,2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
