中化建國際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國） （以下稱為“招標(biāo)人”）委托，就東方29-1氣田開發(fā)工程項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)?，F(xiàn)邀請投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of _DF29-1 Platform_by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

2.  招標(biāo)內(nèi)容：Bidding Contents:

貨物

Name of Goods: Gas Micro-turbine Generator Skid

數(shù)量：3套

Quantity: 3 sets

主要技術(shù)規(guī)格：

(1) 滿足在45℃,海平面高度24.8m,相對(duì)濕度40.9~100%的現(xiàn)場環(huán)境下單臺(tái)凈輸出電功率不低于35kWe。

(2) 額定電壓、頻率、相數(shù)：400VAC、50Hz、3Ph。

(3) 供應(yīng)商應(yīng)依據(jù)負(fù)荷計(jì)算書（BD-CAL-WHPA-EL-1001）中的電網(wǎng)數(shù)據(jù)進(jìn)行計(jì)算，在系統(tǒng)中最大電機(jī)(3.8kW、啟動(dòng)電流58A))的啟動(dòng)過程中，系統(tǒng)暫態(tài)電壓波動(dòng)不可超過限值(+/- 20%的額定電壓)。

(4) 在所有負(fù)荷(53kW, 33kVar)穩(wěn)態(tài)均運(yùn)行時(shí)，系統(tǒng)穩(wěn)態(tài)電壓波動(dòng)不能超過限值(+/- 6%的額定電壓)。

(5) 供貨商應(yīng)承諾自費(fèi)委托國家應(yīng)急管理部海洋石油安全生產(chǎn)監(jiān)督管理辦公室（COOOSO）認(rèn)可的認(rèn)證機(jī)構(gòu)（ABS/DNV/BV/CCS)之一對(duì)微型燃?xì)鉁u輪發(fā)電機(jī)組檢驗(yàn)并獲得檢驗(yàn)證書。（檢驗(yàn)證書可以在交貨階段提供）

Main Technical Specifications:

1)lThe net output power shall be no less than 35kWe at 45℃, EL+24.8m and 40.9-100% relative humidity.

2)The rate voltage, frequency and phase: 400VAC、50Hz、3Ph.

3)？The supplier shall calculate according to the grid value in the load calculation (BD-CAL-WHPA-EL-1001). During the startup of the largest moto（3.8kW, starting current 58A） in the system, the transient voltage fluctuation of the system shall not exceed the limit value (+/- 20% of the rated voltage)..

4)After all the loads (53kW, 33kVar) are running in steady state, the steady-state voltage fluctuation of the system shall not exceed the limit value (+/ -6% rated voltage).

5)The VENDOR shall  promise at his own cost arrange inspection and obtain final certificate of the gas Micro-turbine generator sets from one of the certifying agencies authorized by COOOSO, which are ABS, DNV, BV and CCS.(The inspection certificate can be provided at the delivery stage).

3. 對(duì)投標(biāo)人的資格和業(yè)績要求：

（1）資格要求 

Requirements for Qualification of Bidder

A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；

如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 制造商應(yīng)通過ISO9001（或GB/T19001）質(zhì)量體系認(rèn)證。投標(biāo)人須提供制造商有效的質(zhì)量體系認(rèn)證證書；并可在中國國家認(rèn)證認(rèn)可監(jiān)督管理委員會(huì)網(wǎng)站( jingwr@cnooc.com.cn
