中化建國際 （以下稱為“招標代理機構”）受中海石油（中國）東海西湖石油天然氣作業(yè)公司（以下稱為“招標人”）委托，就板式換熱器項目所需部分貨物及相關服務進行國際公開招標?，F(xiàn)邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by The East China Sea Xihu Oil & Gas Operating Company (hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of PLATE HEAT EXCHANGER by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

主要技術規(guī)格：
本次招標三臺板式換熱器安裝在平臺為冷卻水循環(huán)系統(tǒng)進行海水和淡水換熱，CEPA-WC-5101C為改造后安裝，CEP-WC-5101A/B為新建陸地建造安裝，主要技術規(guī)格見下表：

Main Specifications:
In this bidding, three plate heat exchangers are installed on the platform for seawater and freshwater heat exchange in the cooling water circulation system. CEPA-WC-5101C is installed after renovation, and CEP-WC-5101A/B is newly built and installed on land. The main technical specifications are shown in the table below:

3. 對投標人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標人為境內注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務登記證及組織機構代碼證或證照合一的營業(yè)執(zhí)照；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 國內制造商應具備ISO9001/ISO14001/ ISO45001質量管理體系證書，板式換熱器安全注冊證A4級證書，D類壓力容器制造許可證，ASME U認證。國外的制造商應具備ISO9001/ISO14001/ ISO45001質量管理體系證書和ASME U認證。
B. For domestic manufacturers, they should have ISO9001/ISO14001/ISO45001 quality management system certificates, plate heat exchanger safety registration certificate A4 level certificates, D1 class pressure vessel manufacturing license, and ASME U certification. For foreign manufacturers, they should have ISO9001/ISO14001/ISO45001 quality management system certificates and ASME U certification. Bidder shall provide valid Certificate of Quality Management System Certifications.
C. 投標人應為板式換熱器的制造商或授權代理商。如果投標人為代理商，投標人應得到所投貨物制造商的同意，并取得制造商出具的合法唯一授權函，并在投標文件中提供原件。
C. The bidder shall be the manufacturer or authorized agent of the plate heat exchanger. If the bidder is an agent, the bidder should obtain the consent of the manufacturer of the goods offered, who is the only formal authorization to provide the goods for this bidding.

（3）業(yè)績要求Requirement for Bidder's reference:
A. 2018年1月1日至投標截止日（以合同簽署時間為準），投標人所投產品的制造商應具有至少2臺（套）在油氣生產裝置上的板式換熱器供貨業(yè)績，且均滿足換熱負荷不小于27500KW，換熱板為鈦板，海水和淡水換熱的技術要求。
A. From January 1, 2018 to the bid submission deadline (subject to the contract signing date), the manufacturer of the bidder's bid products shall have the supply performance of at least 2 sets of plate heat exchangers applicated on offshore oil and gas production units, and meet the following technical requirements: heat exchange load should not be less than 27500KW, heat exchange plate should be titanium plate, seawater and fresh water heat exchange.
以上業(yè)績要求，投標人須按規(guī)定格式提交業(yè)績表，并提交相關業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復印件（含相關技術附件）和2）到貨驗收材料。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內容：合同簽署時間、制造商名稱、貨物名稱、數量、應用于油氣生產裝置、總熱負荷、換熱板為鈦板，海水和淡水換熱及到貨驗收材料。
The above performance requirements require bidders to submit a performance form in the prescribed format and relevant performance proof documents. Performance proof documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) materials for acceptance upon arrival. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, manufacturer's name, goods name, project name, total heat load, design pressure, design temperature, and arrival acceptance materials.
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時間、制造商名稱、貨物名稱、數量、應用于油氣生產裝置、總熱負荷、換熱板為鈦板，海水和淡水換熱及到貨驗收材料的，均視為無效業(yè)績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements of total heat load, design pressure, design temperature, and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
4. 有興趣的投標人可通過以下方式獲取招標文件：從2023年6月12日開始至2023年6月19日止，請登錄中國海油采辦業(yè)務管理與交易系統(tǒng) on the page of Invitation for bid for purchasing Bidding document from June 12th, 2023 to June 19th,2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
