中化建國(guó)際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國(guó)） （以下稱為“招標(biāo)人”）委托，就 液相色譜質(zhì)譜聯(lián)用儀設(shè)備采辦 項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of Procurement of liquid chromatography-mass spectrometry equipment by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary：This project aims to strengthen scientific research work such as organic matter analysis of formation fluids, composition analysis of inflow fluids, and analysis of output fluids, focusing on improving the basic theoretical research and technological innovation capabilities in this field.

1)配備獨(dú)立ESI源，質(zhì)譜靈敏度ESI源正離子方式：1pg 利血平，MRM（609 →195）,信噪比S/N>500000:1（RMS）；ESI負(fù)離子方式:1pg 氯霉素信噪比>500000:1（RMS）。
2)配備APCI離子源：1pg利血平柱上進(jìn)樣，m/z 609→195，信噪比≥50000:1（RMS）。
3)質(zhì)量軸穩(wěn)定性：≤±0.1 amu/24小時(shí) (不同分辨率、不同掃描速率下、全質(zhì)量數(shù)范圍)。
4)SRM掃描速度：最大可達(dá)600 SRMs/秒；確保無(wú)交叉污染。
5)正負(fù)離子切換速度：≤5 ms；SRM最小駐留時(shí)間：≤1 ms。
6)質(zhì)量分析器質(zhì)量數(shù)范圍：2-3000 Da，Q1和Q3均要求達(dá)到。
7)具有真空隔斷閥設(shè)計(jì)，離子傳輸管在移去、進(jìn)行超聲清洗維護(hù)時(shí)質(zhì)譜系統(tǒng)不用卸真空，可快速更換。
8)共軛雙曲面四極桿掃描速度：≥15000 amu/s。
1)Equipped with an independent ESI source, mass spectrometry sensitivity ESI source positive ion method: 1pg reserpine, MRM (609 → 195), signal-to-noise ratio S/N>500000:1 (RMS); ESI negative ion method: 1pg chloramphenicol signal-to-noise ratio>500000:1 (RMS).
2)Equipped with APCI ion source: Injection on a 1pg reserpine column, m/z 609 → 195, signal-to-noise ratio ≥ 50000:1 (RMS).
3)Mass axis stability: ≤±0.1 amu/24 hours (different resolutions, different scanning rates, full mass number range).
4)SRM scanning speed: up to 600 SRMs/second; Ensure no cross contamination.
5)Switching speed of positive and negative ions: ≤5 ms; SRM minimum dwell time: ≤ 1 ms.
6)The mass number range of the quality analyzer: 2-3000 Da, both Q1 and Q3 are required to meet.
7)Equipped with a vacuum isolation valve design, the mass spectrometry system does not need to unload the vacuum when removing and performing ultrasonic cleaning maintenance on the ion transfer tube, which can be quickly replaced.
8)Scanning speed of conjugate hyperboloid quadrupole: ≥ 15000 amu/s.

A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 制造商應(yīng)通過(guò)ISO9001（或GB/T19001）質(zhì)量體系認(rèn)證。投標(biāo)人須提供制造商有效的質(zhì)量體系認(rèn)證證書(shū)；
B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.
C．投標(biāo)人應(yīng)為所投貨物的制造商或代理商。
如果投標(biāo)人為代理商，投標(biāo)人應(yīng)得到所投貨物制造商同意其為本次投標(biāo)提供該貨物的合法正式授權(quán)書(shū)。
If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.

2020年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有至少2個(gè)液相色譜質(zhì)譜聯(lián)用儀設(shè)備供貨合同的供貨業(yè)績(jī)，且均滿足 業(yè)績(jī)產(chǎn)品品牌和型號(hào)與投標(biāo)產(chǎn)品一致 。
From January 1th, 2020 to the deadline for submission of bids (subject to the time of signing the contract), the manufacturer of the products submitted by the bidder shall have at least 2 supply contracts for Liquid Chromatograph-Mass Spectrometer equipment supply performance, and the brand and model of the performance product are consistent with the bidding product.
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗(yàn)收材料。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱、貨物名稱、業(yè)績(jī)產(chǎn)品品牌和型號(hào)與投標(biāo)產(chǎn)品一致 及到貨驗(yàn)收材料。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, the brand and model of the performance product are consistent with the bidding product and receiving certificate of arrival of goods.
未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)合同簽署時(shí)間、制造商名稱、貨物名稱、 業(yè)績(jī)產(chǎn)品品牌和型號(hào)與投標(biāo)產(chǎn)品一致 及到貨驗(yàn)收材料的，均視為無(wú)效業(yè)績(jī)。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, the brand and model of the performance product are consistent with the bidding product and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from June 26th 2023 to July 3rd 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.The selling fee for the bidding documents is used for printing and mailing the bidding documents. If there is a mailing requirement, please note the recipient's relevant information when making the payment.
