中化建國(guó)際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國(guó)）東海西湖石油天然氣作業(yè)公司（以下稱為“招標(biāo)人”）委托，就東海西湖石油天然氣作業(yè)公司28吋900LB水下球閥進(jìn)行國(guó)際公開招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by The East China Sea Xihu Oil & Gas Operating Company (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of 28" subsea ball valve by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

便攜式手輪工具2臺(tái)，Portable handwheel tool 2 sets

Max. design torque 2711 N.m, the operating force shall  not more than 180N.

從中華人民共和國(guó)關(guān)境內(nèi)提供的貨物：2024年4月15日之前（貨到項(xiàng)目現(xiàn)場(chǎng)時(shí)間，地點(diǎn)為中國(guó)青島或天津或珠?；蚱渌I方指定地點(diǎn)）

3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

Requirements for Qualification and reference of Bidder:

（1）資格要求

Requirements for Qualification of Bidder

A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照；

如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 制造商應(yīng)通過(guò)ISO9001（或GB/T19001）質(zhì)量體系認(rèn)證。投標(biāo)人須提供制造商有效的質(zhì)量體系認(rèn)證證書；投標(biāo)人須提供制造商有效的API 17D，API 6DSS，API 6A證書。

B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.Certificate of API 17D，Certificate of API 6DSS，Certificate of API 6A。

C． 國(guó)內(nèi)產(chǎn)品不允許代理商投標(biāo)，境外產(chǎn)品接受代理商投標(biāo)。境外產(chǎn)品使用代理商投標(biāo)時(shí)，投標(biāo)人應(yīng)得到本次投標(biāo)所投產(chǎn)品境外制造商的同意，并提供該產(chǎn)品的合法唯一代理授權(quán)書。

C. Agents are not allowed to bid for domestic products, and agents are allowed to bid for overseas products. If the bidder is an agent, bidder shall obtain the legal and only formal authorization from the manufacturer of the goods to provide the goods for this bidding.

D. 是否接受聯(lián)合體投標(biāo)：否

E. 未領(lǐng)購(gòu)招標(biāo)文件是否可以參加投標(biāo):不可以

（3）業(yè)績(jī)要求Requirement for Bidder's reference:
2018年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商均應(yīng)具有至少2個(gè)水下球閥的供貨業(yè)績(jī)。同時(shí)，投標(biāo)人應(yīng)提供至少一臺(tái)28寸900磅或更高規(guī)格的水下球閥供貨業(yè)績(jī)（應(yīng)用在80米以上水深），或者提供國(guó)家級(jí)水下球閥科學(xué)技術(shù)成果鑒定證書。

（3）Since January 1, 2018 (date of contract) to the date of bid opening.The manufacturer of the products (28" subsea ball valve) submitted by the bidder shall have the supply performance of at least two subsea ball valve。At the same time, the bidder should provide the supply performance of at least one 28 inch 900 pound or higher specification subsea ball valve   with a depth of over 80 meters, or provide a national level subsea ball valve scientific and technological achievement appraisal certificate.

投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。

28吋900LB水下球閥業(yè)績(jī)證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）用戶使用證明。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱、貨物名稱、設(shè)備的相關(guān)參數(shù)（磅級(jí)，尺寸,應(yīng)用水深）、用戶使用證明。

未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)合同簽署時(shí)間、制造商名稱、貨物名稱、設(shè)備的相關(guān)參數(shù)（磅級(jí)，尺寸，應(yīng)用水深）、用戶使用證明的，均視為無(wú)效業(yè)績(jī)。

The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Use proof documents. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, technical requirements ( Pressure Rating/ Valve Size/Applied water depth ) and Use proof documents.

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements( Pressure Rating/ Valve Size/Applied water depth )and Use proof documents, the relevant reference will be deemed invalid.

4. 有興趣的投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2023年7月7日開始至2023年7月14日止，請(qǐng)登錄中國(guó)海油采辦業(yè)務(wù)管理與交易系統(tǒng)(https://buy.cnooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可 投標(biāo)人須在線填寫 招標(biāo)文件每套售價(jià)為200元人民幣或30美元，售后不退。對(duì)于使用美元 招標(biāo)文件發(fā)售費(fèi)用用于印刷和郵寄招標(biāo)文件/資格預(yù)審文件，有郵寄需求的請(qǐng)?jiān)谥Ц稌r(shí)備注收件人相關(guān)信息。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from July 7, 2023 to July 14, 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
