中化建國(guó)際 （以下稱(chēng)為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國(guó)） （以下稱(chēng)為“招標(biāo)人”）委托，就烏石17-2/23-5油田群聯(lián)合開(kāi)發(fā)工程項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Wushi17-2/23-5 Oilfield Group Development by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
1. 招標(biāo)條件
Bidding Conditions：
項(xiàng)目概況：烏石17-2/23-5油田群位于南海北部灣盆地烏石凹陷的東部，距北部灣盆地目前在生產(chǎn)的潿洲油田群約80km，東距廣東省雷州半島烏石鎮(zhèn)烏石港約13~25km。烏石17-2/23-5油田群開(kāi)發(fā)工程項(xiàng)目采用聯(lián)合開(kāi)發(fā)方案，擬在海上新建2座八樁腿井口平臺(tái)（WS17-2 WHPA和WS16-1W WHPA）和1座四樁腿無(wú)人值守井口平臺(tái)（WS23-5 WHPA），在烏石鎮(zhèn)新建1座陸上終端，另外新建3條海底混輸管線、3條海底注水管線和3條海底復(fù)合電纜；3個(gè)平臺(tái)的平臺(tái)生產(chǎn)物流通過(guò)WS17-2 WHPA的海底混輸管線輸
Project Summary：The WuShi17-2/23-5 oil fields are located in the Beibu Gulf Basin, the South China Sea. It about 80km away from the production of Weizhou oil fields, and about 13~25km west of Wushi Port of Wushi Town, Leizhou Peninsula, Guangdong Province. It is recommended to develop joint development project to develop the WuShi oil fields.The joint development project plans to build two eight-leg wellhead platforms (WS17-2 WHPA and WS16-1W WHPA), one four-leg Unattended wellhead platforms (WS23-5 WHPA),one onshore terminal in Wushi Town, three mixed transportation subsea pipelines for production,three subsea pipelines for water injection and three subsea composite cable. The three platform production fluid transported to the Wushi onshore terminal for processing through the WS17-2 WHPA subsea pipeline, and the production water is processed by the onshore terminal and the qualified production water is returned back to each platform for water injection through the WS17-2 WHPA water injection subsea pipeline.

3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．如果投標(biāo)人為代理商，投標(biāo)人應(yīng)得到所投貨物（每一項(xiàng)散裝儀表）制造商同意其為本次投標(biāo)提供該貨物的合法正式授權(quán)書(shū)。
If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods（each bulk instrument） to provide the goods for this bidding.

（2）資質(zhì)要求及證明文件
Requirements of Qualification of Bidder and Certificate
A. 3C證書(shū)：對(duì)國(guó)家3C目錄內(nèi)的產(chǎn)品，制造商必須取得防爆電氣類(lèi)產(chǎn)品強(qiáng)制性產(chǎn)品認(rèn)證（CCC認(rèn)證）證書(shū)，提供證書(shū)復(fù)印件，且證書(shū)在有效期內(nèi)。
Certificate of China Compulsory Certification（CCC certificate）: For the products in the national 3C catalogue, the manufacturer promise to obtain the mandatory product certification (CCC certification), provide a copy of the certificate, and the certificate shall be within the validity period.
B. 防爆證書(shū)：投標(biāo)人所提供的防爆電氣電子產(chǎn)品必須取得國(guó)家指定防爆檢驗(yàn)機(jī)構(gòu)頒發(fā)的防爆合格證書(shū)，提供證書(shū)復(fù)印件，且證書(shū)在有效期內(nèi)。
Explosion proof certificate (if required): The bidder promise to obtain the explosion proof certificate issued by the national designated explosion-proof inspection institution for the explosion proof electrical and electronic products.
（3）業(yè)績(jī)要求Requirement for Bidder's reference:
2014年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投以下產(chǎn)品均應(yīng)具有至少2個(gè)項(xiàng)目的銷(xiāo)售業(yè)績(jī)：壓力變送器、溫度變送器、過(guò)球指示變送器、轉(zhuǎn)子流量計(jì)、電磁流量計(jì)、旋進(jìn)旋渦流量計(jì)。投標(biāo)人須按規(guī)定格式提交銷(xiāo)售合同或者訂單復(fù)印件等相關(guān)業(yè)績(jī)證明文件，業(yè)績(jī)證明文件須體現(xiàn)以下內(nèi)容：貨物名稱(chēng)、貨物數(shù)量、合同名稱(chēng)、合同簽署時(shí)間、制造商名稱(chēng)、買(mǎi)方名稱(chēng)。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)貨物名稱(chēng)、貨物數(shù)量、合同名稱(chēng)、合同簽署時(shí)間、制造商名稱(chēng)、買(mǎi)方名稱(chēng)的，均視為無(wú)效業(yè)績(jī)。
From January 1, 2014 to the bidding deadline (subject to the signing date of the contract), the bidder shall have sales performance in at least 2 projects for the following products: pressure transmitter, temperature transmitter, pig passage transmitter,rotameter, electromagnetic flowmeter, swirl flowmeter.The bidders are required to submit copies of sales contracts or orders and other relevant performance certification documents in the prescribed format. The performance certification documents must reflect the following contents: name of goods, quantity of goods, contract name, contract signing time, manufacturer's name, and buyer's name. Failure to submit performance proof documents, or inability to reflect the name of the goods, quantity of goods, contract name, contract signing time, manufacturer's name, or buyer's name, shall be deemed as invalid performance.
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from 21 July.2023 to 28 July 2023 For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
