（1）資格要求
Requirements for Qualification of Bidder

A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時需提供原件掃描件（原件備查）；
如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 投標(biāo)人應(yīng)為本次投標(biāo)所投產(chǎn)品的制造商或者授權(quán)代理商。
如果投標(biāo)人是代理商，則須提供制造商有效授權(quán)書（授權(quán)書格式見第一冊 第四章 IV-9-4 ）；如投標(biāo)人為制造商同一集團負責(zé)銷售投標(biāo)所投產(chǎn)品的全資子公司、控股子公司（投標(biāo)人應(yīng)提供制造商或其上級公司證明上述事項的證明文件），則視投標(biāo)人為制造商。
不能再將此貨物同時授權(quán)給其他投標(biāo)人參與投標(biāo)，否則相關(guān)的所有投標(biāo)將被拒絕。
同一產(chǎn)品制造商和代理商同時參與投標(biāo)，應(yīng)當(dāng)否決該制造商和代理商的投標(biāo)。

The bidder shall be the manufacturer or agent of the bidding products. If the bidder is an agent, a valid Letter of Authority from Manufacturer shall be provided（see the format in the Volume I Section IV 9-4）.If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding product produced by different factories of the manufacturer with the same brand shall be accepted. The bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected. If the manufacturer and agent bid the same products at the same time, both of the manufacturer and agent shall be rejected.
投標(biāo)文件中提供制造商授權(quán)書的中標(biāo)候選人，應(yīng)在中標(biāo)候選人公示后 3個工作日內(nèi)將制造商授權(quán)書原件（簽字或人名章或公章均須為原件，不接受掃描打印文件）送達招標(biāo)人
未在中國電力招標(biāo)采購網(wǎng)（www.dlztb.com）上注冊會員的單位應(yīng)先點擊注冊。登錄成功后的在 招標(biāo)會員 區(qū)根據(jù)招標(biāo)公告的相應(yīng)說明獲取招標(biāo)文件！
