中化建國際招標有限責(zé)任公司（以下稱為“招標代理機構(gòu)”）受中海殼牌石油化工有限公司（以下稱為“招標人”）委托，就中海殼牌惠州聚碳酸酯項目所需部分貨物及相關(guān)服務(wù)進行國際公開招標?，F(xiàn)邀請投標人對下列貨物和服務(wù)提交密封投標：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited          (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Polycarbonate Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

 

1.  招標條件

項目概況：中海殼牌石油化工有限公司（以下簡稱“中海殼牌”）擬在廣東惠州大亞灣石化產(chǎn)業(yè)園區(qū)新建中海殼牌惠州聚碳酸酯項目，以實現(xiàn)其打造世界級、高度一體化的石化基地的愿景。

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Polycarbonate Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

全通徑氣動旋塞（切斷）、閥體材質(zhì)主要為CF8M、閥內(nèi)件材質(zhì)主要為316以及少量904L、最高設(shè)計壓力600LB、最高設(shè)計溫度260℃。

Full bore pneumatic plug valves(on-off)、Body Material is CF8M、Trim material is 316 and few 904L、Maximum design pressure class is 600LB、Maximum design temperature is 260 degrees Celsius.

3. 對投標人的資格和業(yè)績要求：

（1）資格要求 

Requirements for Qualification of Bidder

 

A．如果投標人為境內(nèi)注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標時需提供原件掃描件（原件備查）；

如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

 

B．投標人應(yīng)為所投貨物的制造商或授權(quán)代理商。如果投標人是代理商，則須提供制造商有效授權(quán)書。如果投標人是制造廠商所在集團內(nèi)負責(zé)銷售的公司，投標人應(yīng)提供聲明，說明投標人與制造廠商隸屬同一集團，負責(zé)投標貨物的銷售工作。

The bidder shall be the manufacturer or agent of bid goods. If the bidder is an agent, it shall provide a valid Letter of Authority from Manufacturer. If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods.

如果投標人是代理商,應(yīng)具有2022年1月1日至2024年12月31日氣動旋塞閥的銷售業(yè)績（至少一個），并提供相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于銷售合同復(fù)印件，至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、制造商名稱、貨物名稱。未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認定滿足上述業(yè)績要求的，均視為無效業(yè)績。

If the bidder is an agent, the bidder shall have sales performance (at least one) of Pneumatic Plug (ON-OFF) Valves from January 1^st, 2022 to December 31^st, 2024, and provide corresponding documentary evidence. The sales performance documentary evidence includes but not limited to a copy of the sales contract, which should at least reflect the following contents: the date of contract signing, the contract signing page (domestic trade contracts should have signatures and seals from both parties, international trade contracts should have signatures or seals from both parties), the name of the manufacturer, and the name of the goods. If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.

投標文件中提供制造商授權(quán)書的中標候選人，應(yīng)在中標候選人公示后 3個工作日內(nèi)將制造商授權(quán)書原件（簽字或人名章或公章均須為原件，不接受掃描打印文件）送達招標人聯(lián)系人進行核驗，對于國外制造商授權(quán)書原件，投標人提前準備以滿足核驗原件期限要求。投標文件中提供的制造商授權(quán)書可在制造商官方網(wǎng)站上查詢并核驗一致的或紙質(zhì)投標已遞交制造商授權(quán)書原件的，可免于送交原件核驗。核驗結(jié)果不一致的，將按照提供虛假投標資料處理；未能在規(guī)定期限內(nèi)提供原件的，將視為不如實提供材料處理。上述兩類情況將取消中標候選人資格及中標資格，并按照中國海油相關(guān)制度規(guī)定給予禁用等處理。

The winning candidates who provide the manufacturer's authorization letter in the tender documents shall deliver the original manufacturer's authorization letter (the signature, personal seal or official seal must all be the original. Scanned and printed documents will not be accepted) to the contact person of the tenderer for verification within 3 working days after the public announcement of the winning candidates. For the original authorization letter from the foreign manufacturer, the bidder should prepare it in advance to meet the time limit requirement for verifying the original. The manufacturer's authorization letter provided in the tender documents can be verified and verified on the manufacturer's official website. If the original manufacturer's authorization letter has been submitted in the paper tender, it is not necessary to submit the original for verification. If the verification results are inconsistent, it will be dealt with as providing false bidding materials. Failure to provide the original documents within the prescribed time limit will be treated as false provision of materials. The above two types of situations will result in the disqualification of the winning candidate and the winning bid qualification, and will be dealt with in accordance with the relevant regulations of CNOOC, such as being banned.

投標人所投產(chǎn)品的制造商須取得覆蓋本次投標產(chǎn)品等級且有效的《特種設(shè)備型式試驗證書》。

The manufacturer of the bid product shall obtain a valid Special Equipment Type Test Certificate covering the grade of the bid product.

 

（3）業(yè)績要求Requirement for Bidder's reference:
2015年1月1日至投標截止日（以合同簽署時間為準），投標人所投產(chǎn)品的制造商有雙酚A裝置（BPA裝置）氣動旋塞閥的2個合同業(yè)績且單個合同閥門數(shù)量大于或等于50臺。

其中，至少包含1臺壓力等級不低于600lb的氣動旋塞閥和1臺設(shè)計溫度不低于250℃的氣動旋塞閥。（需注意：壓力等級和設(shè)計溫度可以同時在1臺閥門中體現(xiàn)，也可以分別在2臺閥門中體現(xiàn)；壓力等級和設(shè)計溫度不要求必須同時體現(xiàn)在1個合同業(yè)績中，可以分別在2個合同業(yè)績中體現(xiàn)。)

如果投標人為制造商所在集團內(nèi)負責(zé)銷售的公司，應(yīng)提供該制造商的業(yè)績。

From 1st Jan, 2015 to the bid deadline (subject to the contract signing date), the manufacturer of the products submitted by the bidder shall have 2 supply contracts of BPA plant pneumatic plug valves, and the number of individual contract valves is greater than or equal to 50.

Among the two contracts, there is at least one pneumatic plug valves with a pressure class of not less than 600lb and one pneumatic plug valve with a design temperature of not less than 250℃.(Note: Pressure rating and design temperature can be reflected in 1 valve at the same time, or can be reflected in 2 valves; Pressure rating and design temperature are not required to be reflected in 1 contract at the same time, but can be reflected in 2 contract performance.)

If the bidder is a company responsible for sales within the manufacturer's group, the contract of that manufacturer should be provided.

 

投標人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復(fù)印件（含相關(guān)技術(shù)附件）。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、制造商名稱、裝置名稱、貨物名稱、貨物數(shù)量、壓力等級、設(shè)計溫度。

若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個年度協(xié)議下提供1個或以上的訂單及與訂單對應(yīng)的到貨驗收材料均算為1個有效業(yè)績。

The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract (including technical appendix) . The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the plant, name of goods, number of goods, pressure rating and design temperature.

If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.

未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認定滿足上述業(yè)績要求的，均視為無效業(yè)績。 

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.

4. 有興趣的投標人可通過以下方式獲取招標文件：從2025年5月13日開始至2025年5月20日止，請登錄中國海油采辦業(yè)務(wù)管理與交易系統(tǒng)(https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。投標人須在線填寫購買招標文件登記表，并在線支付標書款，支付成功后，投標人可自行下載招標文件。招標文件每套售價為200元人民幣或30美元，售后不退。對于使用美元購買招標文件的投標人，需電匯至以下賬號：收款人：中化建國際招標有限責(zé)任公司，收款行名稱：INDUSTRIAL AND COMMERCIAL BANK OF CHINA,Beijing National Cultural and Financial Cooperation Demonstration Zone Jinjie Sub-branch，收款人賬號：0200000709117000351，SWIFT CODE: ICBKCNBJBJM，收款行地址：No. 237 Wang fu jing Street, Dong cheng District, Beijing, China PR: 100006。

 

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from May 13th, 2025 to May 20th 2025. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:

5. 投標文件遞交截止時間和方式：所有投標文件都應(yīng)附有按規(guī)定提交的投標保證金，并于2025年6月4日上午9:00（北京時間）前線上提交至中國國際招標網(wǎng)站（http://www.chinabidding.com）。在此時間后收到的投標文件恕不接受。

 

The deadline and method for submission of bid: All bids must be accompanied by a bid security as specified and must be submitted online on China International Bidding website (http://www.chinabidding.com) at or before 9:00 am (Beijing Time) on June    4th, 2025. Any bid beyond the required time and date shall be subject for rejection.

Bid-opening time: Bids will be opened  at 9:00 a.m (Beijing time) on June 4th, 2025.

投標人獲取招標文件后需登錄機電產(chǎn)品招標投標交易平臺辦理CA鎖CA鎖便于用來線上投標時使用，咨詢?nèi)鞒滩僮麟娫挘?000606000-1。

After obtaining the bidding documents, the bidder shall log on the trading platform of bidding and tendering for mechanical and electrical products to handle the CA lock, which is convenient for online bidding.For consultation, the whole process can be operated by 4000606000-1. 

8. 本次招標公告同時在機電產(chǎn)品招標投標電子交易平臺（http://www.chinabidding.com）和中海油采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）上發(fā)布。

This Invitation for Bids will be published on the website (http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) at the same time.

9. 投標人在投標前應(yīng)在必聯(lián)網(wǎng)（https://www.ebnew.com）或機電產(chǎn)品招標投標電子交易平臺（https://www.chinabidding.com）完成注冊及信息核驗。評標結(jié)果將在機電產(chǎn)品招標投標電子交易平臺（http://www.chinabidding.com）和中海油采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）上發(fā)布。

Before bidding, the bidder should complete registration and information verification at https://www.ebnew.com or https://www.chinabidding.com .The bid evaluation results  will be published on the website (http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) .

10. 提示Notes

投標人進入開標大廳后，需要進行簽到操作，等待開標主持人指令。允許解密后，投標人點擊解密按鈕進行解密投標文件（需解密前在電腦上插入當前賬號綁定的CA），輸入正確的CA密碼。（請注意：如投標人未在投標截止時間/開標時間前進行簽到，原則上將無法進行解密，將被視為撤回其投標文件。）

The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)

投標文件解密時限為60分鐘。投標人未在上述解密時限內(nèi)完成解密視為解密失敗，根據(jù)？電子招標投標辦法？的規(guī)定，視為投標人撤回投標文件。

The decryption time limit of the bid documents is 60 minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.

投標人對開標有異議的，應(yīng)當在開標現(xiàn)場提出，招標人當場做出答復(fù)，并制作記錄。未在線上開標現(xiàn)場提出的開標異議，不予受理。

Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
